Council’s Administrative Access scheme is designed to give individuals’ access to information not ordinarily available or cannot be obtained by a paid search.
If the document does not contain any information which would be considered to be exempt or not in the public interest, it may be released administratively by Council.
Where the document contains the personal information of a third-party individual, this would require Council to consider the disclosure rules contained in the Information Privacy Principles and would likely be considered under the Right to Information Act 2009 or the Information Privacy Act 2009.
Based on the information you have provided, your request for information would not be suitable for release under Council’s Administrative Access scheme as I would be required to consider:
1. whether there is any exempt information contained in the documents,
2. public interest factors favouring disclosure and/or non-disclosure of the information; and
3. whether consultation with third parties is required.

Please note as previously advised, Council is unable to process access applications that require customised reports to generate specific documents. To provide you with the requested documents Council would be required to create a customised report (a document) not ordinarily available from our database, therefore Council would be creating a specific document that did not exist at the time of your application. Should you wish to proceed with the application, it is likely to be refused on the basis that it is non-existent.
