On 28 June 2017, you requested access to the following: On the 10th August 2016, under the headline "RI tells Australia it’s overwhelmed by refugees", the Indonesian newspaper The Jakarta Post reported that: "Laura Kemp, a spokesperson at the Australian Embassy in Jakarta, said her country would remain committed to providing assistance to this global humanitarian problem, including to refugees in Indonesia. 'The country has provided a wide range of funding to enable migrants to return voluntarily from Indonesia to their country of origin. Around 5,200 migrants have accessed this program since 2000,' Kemp said in a statement to The Jakarta Post on Tuesday." Please provide any documents supporting Ms Kemp's statement. In order to be able to process your request accurately, the Department would like to clarify the scope, as we believe that it may be interpreted in several ways. Could you please clarify whether you are seeking access to: · the documents that directly supported the statement made (e.g. the Talking Points which may have been relied on in the making of the statement); or o documents which corroborate the statement (that is documents which evidences the statement made). In the event that you are in fact seeking access to documents which corroborate and provide evidence to support that statement, our initial inquiries with the relevant business areas suggest that there are potentially a large number of documents that could fall within the scope of this request. This may result in a practical refusal reason existing in relation to that type of request. As such, if you wish to clarify the scope of your request in this way, it would assist if you could narrow that scope further. This could be done by restricting the timeframe of the request, for example, your request could be clarified limiting it documents over a specific timeframe (e.g. July and August 2016) and for a particular type of document (e.g. briefings). Once you have clarified the scope of your request, the Department will consider what documents it may hold that would fall within the scope of that request, and will consider whether it is in a position to be able to process your request.
