MELVILLE SOUTH UNDERGROUND POWER PROJECT

I am pleased to advise you that in August 2013, the State Government announced that two reserve
projects in Round 5 of the State Underground Power Program would now be constructed. One of
these projects, Melville South, is now being planned by Western Power to commence construction
in the 4th quarter of 2014.

Round 5 of the Program was developed in 2009/2010 with 89 areas applied for by 19 Councils
from around Western Australia. After the Public Utilities Office assessed them all on reliability and
feasibility criteria, 18 proposed project areas were identified for a survey that was conducted in
August/September 2010 to establish the level of property owner support. 10 projects were
selected for construction along with reserve projects if needed. The survey in Melville South
resulted in 77.4% of respondents indicating they were in favour of underground power and
prepared to contribute financially.

Western Power has advised that for technical reasons, it has modified the project boundary. As a
result, your property is now included in the project. Your property will now receive the many
benefits gained from participating in the State Underground Power Program.

Western Power advises the project will take approximately 15 months to complete. Updates will be
provided to property owners during the design process and closer to the start of the project. It is

anticipated that the average cost for each rateable property will be approximately $4,975.00. The
charges will be levied over two years with the rates notices. The first charge will be levied with the
2014/2015 rates notice. Pensioners/Seniors will be entitled to a rebate on the charges for
underground power.
