Dear Mr Frankaland
Decision made under the Freedom of Information Act 1982
I refer to your request to the Department of Infrastructure, Transport, Regional Development and
Communications (
the department) received on 22 August 2021, for access to documents under the
Freedom of Information Act 1982 (
FOI Act).
Your request sought access to:
Information from your documents held as to the current status of the covid vaccine rollout to
citizens of the Jervis Bay Territory and whether there are any recorded cases in the population
there so far. How many citizens of JBT have been vaccinated with 1st dose and with the 2nd.
I would also like confirmation from documents as to the current numbers and percentage of the
population of all other Australian external territories under your administration which have
received their 1st and 2nd covid vaccinations.
Authority
I am an officer authorised by the Secretary to make decisions about access to documents in the
possession of the department in accordance with s 23(1) of the FOI Act.
Decision
I have made a decision to release relevant information the department holds in full.
Documents subject to this request
The department does not hold a specific document/s that is relevant to your request, however, the
information outlined below outlines the COVID 19 vaccination status across the three external
territories and the Jervis Bay Territory (JBT).
There have been no reports of JBT residents testing positive to COVID 19. The department does not hold
vaccination data for the JBT as NSW Health has administered the COVID 19 vaccines to JBT residents
under their own state roll out. However, in partnership with the Commonwealth Department of Health,
The Royal Flying Doctor Service and Wreck Bay Aboriginal Community Council, the department has led
planning and coordination of a whole of community vaccination campaign. This campaign will enable all
eligible JBT residents to be vaccinated over two separate one week periods (with three week gaps)
which commenced on 30 August 2021.
Following the completion of this campaign, the department will retain vaccination data for those
individuals who participated from JBT.
In relation to the three (3) external territories the department, in conjunction with the Department of
Health, have coordinated whole of community vaccination programs. Information on current
vaccination rates can be found in the table at
Schedule 1.
Please note that the department does not currently hold up to date data on territory population
numbers and is awaiting relevant Census information from the Australian Bureau of Statistics to assist in
this. We are therefore unable to provide details on the percentage of population who have received
COVOD 19 vaccines.
Publication of information in the FOI disclosure log Section 11C of the FOI Act requires publication of released documents on the Department’s online FOI
disclosure log, subject to certain exceptions, including where publication of personal, business,
professional or commercial information would be unreasonable. I have decided that the document
released will be published on the disclosure log.
Your rights of review
If you wish to seek an internal review, you must apply to the department within
30 days after the day
you are notified of this decision. An application for internal review must be made in writing by post to
