Your Freedom of Information request - decision
I refer to your request, received by the Department of Education, Skil s and Employment
(department) on 4 March 2022, for access under the
Freedom of Information Act 1982 (FOI
Act) to the fol owing documents:
…the final version of the ‘National Research Infrastructure Investments in Humanities and
Social Sciences discussion paper’ (including any appendices) and the associated framework,
developed by Dandalo Partners. This discussion paper and framework are referred to in the
‘National research infrastructure investment in HASS – draft consultation report’ previously
released under FOI (your reference 45011).
In my correspondence to you dated 24 March 2022, I notified you that I was advised that the
department has in its possession one document relevant to your request and that this
document is the final version of the National Research Infrastructure Investments in
Humanities and Social Sciences discussion paper as drafted by Dandolo Partners and
referred to in the ‘National research infrastructure investment in HASS – draft consultation
report.’ I told you that I had been advised by the relevant business that while this document
was considered by Dandolo Partners to be the final version, the document was not finalised
by the department, includes some incomplete sections, and was not used in the process to
determine the HASS pilot.
My decision
I am authorised to make decisions under section 23(1) of the FOI Act.
As previously advised, the department holds one document (total ing seven pages) that falls
within the scope of your request. I have decided to grant you
access in ful to the document.

On 24 March 2022, the department made a preliminary assessment of the charge payable to
process your request in the amount of $60.00. On the same day, the department received
payment in full.
I have assessed the charge under regulation 10 of the
Freedom of Information (Charges)
Regulations 2019 and the cost of processing your request exceeded the amount estimated.
Accordingly, I have fixed the charge under this provision.

If you disagree with any part of the decision, you can ask for a review. There are two ways
you can do this. You can ask for an internal review by the department or an external review
by the Australian Information Commissioner.

YOUR RIGHTS OF REVIEW
Asking for a formal review of an FOI decision
If you believe the decision is incorrect, the FOI Act gives you the right to apply for a review of
the decision. Under sections 54 and 54L of the FOI Act, you can apply for a review of an FOI
decision by:
• an internal review officer in the department and/or
• the Australian Information Commissioner.
There are no fees for applying for a formal review.
Applying for an internal review by an internal review officer
If you apply for internal review, a different decision maker to the decision maker who made
the original decision will review your request. The internal review decision maker will
consider al aspects of the original decision afresh and decide whether the decision should
change.
An application for internal review must be made in writing within 30 days of receiving this

If you do not agree with the original decision or the internal review decision, you can ask the
Australian Information Commissioner to review the decision.
