Good morning Annie Barker and thank you for contacting the City of
Melbourne.

Any person interested in accessing documents can do so under the Freedom
of Information Act 1982.

The request must be in writing or online and be accompanied by a $28.40
application fee or evidence to support a fee waiver, such as a health care
card or pensioner concession card. 

Access charges (for search time, photocopying etc) will be levied at the
completion of the request. Search time is charged at $21.30 per hour, or
part thereof. Photocopying is 20cents per page.

If the access charges are estimated to be over $50, Council will contact
the applicant and request a deposit be paid.

Under the FOI Act, Council has 45 days in which to process a
request.  However, if clarification or a deposit is sought, the 45 day
statutory due date will be further extended.

Applications can be submitted:

The customer should visit [4]www.melbourne.vic.gov.au and access the FOI
page.

An person applying will need a valid credit card, or a scanned copy of
their pension card/healthcare card to pay their application fee online.

The online process is the quickest way to lodge a FOI application. It will
also enable you to later pay the FOI deposit and/or FOI access charges
online.

Complete the FOI application form and send it to:

Cheque/money orders must be payable to the City of Melbourne. Please do
not send in cash.

In Person
Submit the FOI application form and application fee (cash, cheque, money
order or credit/debit card), at the front desk of the Town Hall (90-120
Swanston Street, Melbourne) during normal office hours. Cheque/money
orders must be payable to the City of Melbourne.

The charges are calculated under the Freedom of Information (Access
Charges) Regulations 2014
as follows:

Application fee: $28.40.  Search Time $21.30 per hour, or part thereof. 
Photocopying 20cents per page.  Inspection supervision $21.30 per hour,
charged per quarter hour, or part thereof.

Mostly I classify a response like this one to say "clarification requested" because the agency has told the applicant that some more information (or money!) is needed before the request will be processed. This time, I have put the response in the category of "refused" because it is more than 1 year since the agency responded and the applicant has not made a follow-up. This does not mean that the agency will refuse the request when an application is made in the correct (required).
