Guidelines for CCTV footage when a suspect is harmed in custody (CellA+B), What is the law surrounding this, please include what legislation/acts that reflect this.

I refer to an application received at this office on 30 October 2019,
requesting access to documents under the Freedom of Information Act 1992
(the ‘Act’).
