The National Offshore Petroleum Titles Administrator (NOPTA) is a branch of the Resources Division of the Department of Resources, Energy and Tourism (RET).
On 14 February 2013, NOPTA provided an Assessment Report to the delegates of the Commonwealth-Victoria Offshore Petroleum Joint Authority (JA) containing NOPTA's assessments and recommendations in relation to the bid for 2011 Offshore Acreage Release Area V11-6 lodged by Llanberis Energy Pty Ltd in October 2012.

I refer to your email of 21 June 2013 for:

 

·         copies of correspondence between delegates of the Commonwealth
Victoria Offshore Petroleum Joint Authority (OPJA) regarding the bid for
2011 Offshore Acreage Release Area V11-6 lodged Llanberis Energy Pty Ltd
in October 2012; and

 

·         copies of the communication on 26 February 2013 from the
Victorian delegate to the Commonwealth delegate, and the response on 24
April 2013 from the Commonwealth delegate to the Victorian delegate.

 

For your freedom of information request to be valid under the Freedom of
Information Act 1982 (Cth) (FOI Act), your request must:

1)     be in writing;

2)     state that the request is an application for the purposes of the
FOI Act;

3)     provide enough information to enable the identification of the
document; and

This seems to be a good result for the applicant. For Right to Know it cannot be a best result.

The applicant has received the documents. But where are they? Did the department send them to an address for Llanberis Energy Pty Ltd? Or was there another talk between the applicant and the department. So, Right to Know has no record of the decision. Also, the public cannot see the documents.
