2. Number of registered Students in each school year

4. Number of students accepted (funding provided) under each category of adjustment for NCCD (Supplementary, Substantial, Extensive )
5. Total funding provided per year level per school
6. Name of School Principal for each year

I have undertaken preliminary consultation with the business areas within
the department responsible for the subject matter of your request and I am
advised that some of the information you have requested is publicly
available. The department also requires clarification about the scope of
some parts of your request. I have provided further detail and action
required against each part of your request below.

 

Your request

Your request is in the following terms:

 

Under the Freedom of Information Act, I am keen to obtain the following
information related to all public (including independent) primary schools
of Western Australia for the years 2015-2022.

1. School Name

2. Number of registered Students in each school year

3. Number of students reported (funding requested) under each category of
adjustment for NCCD (Support through differentiation, Supplementary,
Substantial, Extensive )

4. Number of students accepted (funding provided) under each category of
adjustment  for NCCD (Supplementary, Substantial, Extensive )

5. Total funding provided per year level per school

6. Name of School Principal for each year

 

As the FOI Act provides a right of access to documents rather than to
information, we have interpreted your request as being for documents
containing the information in parts one to six of your request.  I am
advised that the department does not hold a single document containing all
of the information you have requested but some information about each part
of your request is included below.  

 

Part one

In relation to the first part of your request, which is for the names of
all public (including independent) primary schools in Western Australia
for the years 2015-2022, I am advised that this information is publicly
available on the Australian Curriculum, Assessment and Reporting Authority
(ACARA)’s website using the following link: [1]ACARA - Data Access
Program. The Australian Schools List website maintained by ACARA also
lists all schools in Australia and can be accessed using this link:
[2]Home (acara.edu.au). Schools lists for previous years are available at
the following link: [3]ACARA - Australian school list.

 

Noting this information is publicly available, we will consider this part
of your request withdrawn unless you advise otherwise by Tuesday, 7
February 2023.

 

Part two

Part two of your request is for the ‘number of registered students in each
school year’ for all public primary schools in Western Australia for the
years 2015-2022. I am advised that the total number of student enrolments
for each school for the years 2008-2021 is publicly available on ACARA’s
website at this link: [4]ACARA - Data Access Program.

 

Alternatively, I am advised that the aggregate total number of students
for all Western Australian primary schools for the years 2015-2021 and
broken down by school grade level (for example, year 1 or year 5) is
publicly available on the Australian Bureau of Statistics’ (ABS) website
using the following link: [5]Schools | Australian Bureau of Statistics
(abs.gov.au). I note that, according to the ABS website, the data for 2022
will be published on 15 February 2023.

 

Noting the information you have requested at this part of your request is
publicly available, we will consider this part of your request withdrawn
unless you advise otherwise by Tuesday, 7 February 2023.

 

Parts three and four

At part three of your request you seek access to the ‘number of students
reported (funding requested) under each category of adjustment for NCCD
(support through differentiation, supplementary, substantial, extensive)’
for the relevant schools in the date range specified in your request. In
part four, you request the ‘number of students accepted (funding provided)
under each category of adjustment for NCCD (supplementary, substantial,
extensive).’

 

I am advised that the Nationally Consistent Collection of Data (NCCD) was
not used by the department to determine funding until 2018. Accordingly,
any NCCD data collected prior to 2018 was submitted voluntarily and, as
such, NCCD data is incomplete for the years 2015 to 2017.

 

I am further advised that it is not clear whether you are seeking access
to the requested data in relation to individual Western Australian primary
schools or if you are requesting aggregate data for all Western Australian
primary schools. Please provide further clarification about the terms of
these parts of your request and, noting the above, advise whether you wish
to reduce the scope of these parts of your request, by Tuesday, 7 February
2023. If we do not hear from you by this date, we will consider these
parts of your request withdrawn.

 

Part five

Part five of your request is for ‘total funding provided per year level
per school’ in relation to the relevant schools and time period specified
in your request.

 

It is not clear whether your reference to ‘per year level’ is to calendar
school year or to school grade, for example, year 1 or year 6. However, I
am advised that school funding per school for each calendar school year is
published on the My School website using the search function and is
available here: [6]Home | My School.

 

Please clarify the scope of this part of your request by Tuesday, 7
February 2023. If we do not hear from you by this date, we will proceed on
the basis that the scope of this part of your request is for calendar
school year rather than school grade and, noting this information is
publicly available, we will treat this part of your request as withdrawn.

 

Part six

In part six of your request, you seek access to the ‘name of school
principal for each year’ in relation to the schools and for the date range
specified in your request. I am advised that the department holds a very
limited and incomplete list of school principals per school because the
department is not required to collect this information to apportion
funding to schools, both in the government and non-government sector. I am
further advised that, in relation to non-government schools, the
department provides funding to the school’s Approved Authority rather than
to the school directly and there is no requirement for the Approved
Authority to provide the school principal’s name to the department to
facilitate this.

 

Noting the department does not hold all the information you seek access to
at this part of your request, we will consider part six of your request
withdrawn unless you advise otherwise by Tuesday, 7 February 2023.

Thanks for your reply. Let me clarify.
Part 1 :

My intention is not to get a list of schools but to get the finding details for each WA school. As such if the name of the school is available under parts 3-6 that will be sufficient.

Part 2:
This information is no longer needed as I can access it from ACARA.

Part 3 and 4:
I am requesting this data in relation to individual Western Australian primary schools. If NCCD was not used for funding prior to 2018, still need the total amount of funding provided to each school. If that requires a new request kindly let me know.

For the year 2018 onwards will need it by individual schools based on each category.

Part 5:
I will need this information by school grade and not by calendar year.

Part 6 :
Can you provide partial information related to the name of the principal?
