Why would you bother to wait a month to withdraw a request that the Dept hadn't even really considered? no charges were asked. was information delivered out of band?

There's no such status as 'withdrawn', so i'm setting it to 'refused' as it's not clear if any information was released or if any was even held, and the request is over.
