PURPOSE
The purpose of this report is to seek Council endorsement of the City of Darwin’s
CBD Parking Strategy - Implementation Plan.

KEY ISSUES
The provision of parking facilities is essential to the functionality of the Darwin
CBD and there is a high value placed by the community on this service.
Over the years, Council has undertaken various bodies of work relating to
specific elements of parking within the Darwin CBD.
Periodic reviews of Council’s strategies and policies is considered good
governance.
Council has undertaken a complete review of parking within the Darwin CBD, to
establish a new strategy.
The City of Darwin CBD Parking Advisory Committee has received update
reports and been consulted throughout the process of developing the Darwin
CBD Parking Strategy.
The City of Darwin CBD Parking Advisory Committee supported the development
of an action plan to implement the Darwin CBD Parking Strategy.
On the 16 July 2013, Council adopted the Darwin CBD Parking Strategy (June
2013).

Council requested the development of a Darwin CBD Parking Strategy
Implementation Plan.
A draft Implementation Plan has been developed and feedback was sought from
the City of Darwin CBD Parking Advisory Committee by the 22 November 2013.
RECOMMENDATIONS
A.
THAT Report Number 13TS0155 LC:mm entitled CBD Parking Strategy –

THAT Council endorse the City of Darwin CBD Parking Strategy –
Implementation Plan,

C.
THAT Council advise members of the CBD Parking Advisory Committee of the
adoption of the City of Darwin CBD Parking Strategy – Implementation Plan
and thank them for their consideration and input.
BACKGROUND Tonkin Consulting was engaged by Council to review parking within the Darwin CBD
and their work included:
detailed on and off street parking surveys of Council managed car parks;
mapping of current parking zones and total number of on and off-street Council
managed car parks;
widespread community and stakeholder consultation;
a review of parking signage throughout the city;
the development of an economic model to assess alternative parking costs and
charges scenarios;
research into the legislative conditions associated with parking supply and
management in Darwin; and
a review of all relevant strategic documents (Council and Northern Territory
Government).
In May 2012, Tonkin Consulting presented an update of the study and key findings of
research to date to Council and the CBD Parking Advisory Committee.
In July 2012, Council adopted the draft Darwin CBD Parking Strategy (July 2012) for
consultation with the CBD Parking Advisory Committee.
The draft Darwin CBD Parking Strategy (July 2012) and the Darwin CBD Parking
Strategy Background Report (June 2012) were presented to the CBD Parking
Advisory Committee on 22 August 2012. The Committee resolved to provide
comments on the draft strategy by Friday 5 October 2012, to enable the draft
strategy to be amended, if need be, prior to community consultation.

At its Ordinary Meeting on 11 December 2012, Council endorsed the draft strategy,
with minor amendments to the car parking generation, for community consultation.
Given the Christmas period, community consultation continued until February 2013.
On 4 May 2013, Council’s CBD Parking Advisory Committee resolved-

Council, of the draft Darwin CBD Parking Strategy (December 2012) and the

action plan to implement the Darwin CBD Parking Strategy (December 2012),
for consideration by Council.

CBD PARKING STRATEGY – IMPLEMENTATION PLAN
DISCUSSION
The draft Implementation Plan outlines desirable actions for each goal and
associated policy statements within the CBD Parking Strategy (June 2013).
The draft Implementation Plan is based on an incremental approach to change,
recognising that it has an inter-relationship with various other strategies, such as the
CBD Master Plan and Public Transport plans. Therefore, the current Plan focuses on
the short term and recognises that it is a living document and will need regular
monitoring and review to ensure settings and actions are appropriate and
implemented in a timely manner.
The draft Plan consists of an introduction, implementation plan sorted, one by action
and then one sorted by Priority.
The Plan includes:
Action;
Anticipated Outcome;
Responsible Agency;
Strategy Goal;
Strategy Policy Statement;
Zoning;
Priority; and
Linkages to related actions.
Many of the actions and triggers are outside of Council’s immediate control and will
rely upon an ongoing working partnership with the Northern Territory Government
and the community.
Once adopted, Council staff will begin implementing the actions. Council and the
Advisory Committee will be provided with update reports on the progress of the Plan,
on an as required basis and at least once a year.
A number of actions may result in the implementation of scaled trials in order to test
issues prior to any broader roll out (ie. implementation of new technologies).
A number of actions may require Council funding. These will be identified and
funding sought as implementation occurs and in accordance with Council’s
budgetary process.
The draft Implementation Plan was presented to the CBD Parking Advisory
Committee and they resolved that feedback be provided by 22 November 2013.
Formal feedback has been received from the Northern Territory Government
Department of Lands, Planning and the Environment (
Attachment C) and the Urban
Development Institute of Australia Northern Territory (
Attachment D).
The feedback received was positive and supportive.

It should be noted that the Property Council (Northern Territory), indicated to Council
prior to the 22 November, that they would make a submission, however, no
submission was received by the nominated date of 22 November. Council has
contacted the Property Council’s Committee representative on several occasions
following the 22 November regarding any possible submission. At the time of writing
this report, no submission had been received from the Property Council (NT).
It is recommended that Council endorse the City of Darwin CBD Parking Strategy –
Implementation Plan.
CONSULTATION PROCESS
In preparing this report, the following External Parties were consulted:
Members of the City of Darwin CBD Parking Advisory Committee.
POLICY IMPLICATIONS
City of Darwin Policy Number 004 – Central Business District Parking Strategy and
Contribution Plan
Implementation of the Parking Strategy will require changes to Council policies
relating to parking within the Darwin CBD. These changes will be implemented
progressively and as required following Council’s adoption of the implementation
plan.
Actions resulting from the Darwin CBD Parking Strategy and Implementation Plan
are likely to require financial allocations. At this stage, estimates have not been
provided, however, as the Strategy and Implementation Plan is further developed
and implemented, Council officers will seek appropriate financial allocations in
accordance with Council’s budgetary process.
It is considered that funding to implement actions will be sourced from Council’s Car
Parking Reserves.
RISK/LEGISLATIVE IMPLICATIONS
All actions resulting from the Parking Strategy and Implementation Plan will need to
be implemented with consideration of risk, legal and legislative issues.
Further legal advice may be required on various actions to be implemented.
