9. FORMER PRIME MINISTERS AND FORMER PORTFOLIO MINISTERS (from DFAT
High-Level and Official Visits Guidelines).
In recognition of the office which they held, successive Australian governments have agreed to extend certain
courtesies to former prime ministers and former portfolio ministers, and extended to their accompany partners,
when travel ing overseas.
Post and divisions should notify MEL if former Prime Ministers or former portfolio ministers approach them directly
requesting DFAT support for official overseas travel.
1. Business or commercial interests
Posts and divisions should not assist former prime ministers or former portfolio ministers, including arranging cal s
overseas, related to the former prime ministers’ or former portfolio ministers’ own business interests.
DFAT does not pass contact details of former Prime Ministers or former portfolio ministers to third parties. When
asked for such details, divisions and Posts should refer third parties to former prime ministers’ or portfolio
ministers’ websites/social media accounts.
2. Schedule outlining parameters Former Prime Ministers
1

Former prime ministers have access to international travel expenses necessary for travel when undertaking
international travel approved by the Prime Minister. If the travel is not approved by the Prime Minister, then IPEA
are unable to cover the expenses.
Each former prime minister has their own schedule (detailing the resources they may request to draw on) as per
the Parliamentary Business Resources (former Prime Ministers) Determination 2017 (legislation.gov.au). It is
strongly recommended post review what is covered for each individual former prime minister, as it varies from
person to person, before providing any support.
3. Additional Reporting
Prior to Senate Estimates, MEL cables al posts requesting details of what assistance was provided to the former
prime minister and portfolio minister visits. You do not need to re-provide the information again if you have already
cabled.
MEL may also seek copies of divisions Senate Estimate brief regarding former prime minister or portfolio ministers
visits to ensure consistency in information.
Thank you.
