Freedom of Information Request – Access Decision and Statement of Reasons
1. I refer to your request for access to information under the
Freedom of Information Act 1982 (
FOI Act).
2. I, Alison Del it, am authorised under section 23(1) of the FOI Act to make decisions in relation to FOI
requests made to the National Library of Australia (
Library).
Background
3. By email on 9 June 2024, you requested access to the following documents:
(a) all details recorded in email, presentations, officer notes, letters, reports, spreadsheets,
communications from users to the Trove website, in relation to details of all usernames where a
decision has been made by Trove management to suppress / hide the username tally from view in
the Trove text correction Hall of fame and any recorded information details the reasons why these
decisions have been made.
(b) any details of the approval for all usernames that have been approved to be logged into by more
than one user. A list or details of each of these usernames in your records would be appreciated to
provide visibility to the public.
4. On 13 June 2024, you clarified the timeframe of the requested information which was from
1 January 2022 onwards.
Material taken into account
5. I have taken the following material into account in making my decision:
a. the terms of your request;
b. the relevant provisions of the FOI Act;
c. the FOI Guidelines issued under section 93A of the FOI Act by the Office of the Australian
Information Commissioner (Guidelines); and
d. information provided by the relevant business areas within the Library.
Documents within the scope of your request
6. The Library has taken all reasonable steps to find documents which are held by the Library and which
fall within the scope of your FOI request.
7. The Library identified no documents that fall within the scope of your FOI request.
Decision
8. Section 24A(1) of the FOI Act states that requests may be refused if documents cannot be found, do not
exist or have not been received.

9. As there are no documents within the scope of your FOI request, I have decided to refuse your FOI
request under section 24A(1) of the FOI Act.
Review Rights
10. If you are dissatisfied with my decision, you may apply for internal review or to the Office of the
Australian Information Commissioner to review of my decision.
Internal Review
11. Under section 54 of the FOI Act, you may apply in writing to the Library at
xxx@xxx.xxx.xx for an internal
review of my decision. The internal review application must be made within 30 days of the date of this
letter.
12. Where possible please provide reasons for the review of the decision. The internal review wil be carried
out by another authorised Library officer within 30 days.
Information Commissioner review
13. Under section 54L of the FOI Act, you may apply to the Australian Information Commissioner to review
this decision. An application for review by the Information Commissioner must be made within 60 days
of the date of this letter. An Information Commissioner review can be lodged online at:
