Since Monday 26 August 2024, Uber drivers have been holding daily morning protests at the secondary
Taxi/Uber holding arear at Melbourne Airport. These protests relate to Uber rising fees, impacting on
driver fares. Protest numbers have ranged between 40 and 80 per day and have been peaceful in nature,
notwithstanding an ongoing AUP presence to ensure the protests are conducted in a safe manner.
 
On 28 August 2024, information was received indicating that Uber drivers will increase their protest
activity over the coming days to the following periods, noting protest organisers anticipate the number of
participating drivers to double:
0700hrs to 1000hrs; and

1800hrs to 2100hrs.
Also on 28 August 2024, further information was received regarding planned protests by Taxi drivers at
Terminal 2 ride-share pick-up zone at Melbourne Airport between 30 August and 1 September 2024. This
protest relates to driver issues at Melbourne Airport including the release of Taxi’s from the nominated
holding area.

s 22(1)(a)(ii)
has spoken to the taxi protest organiser to negotiating timings to ensure the
Uber and Taxi protests do not occur at the same time, noting AFP will seek to deploy resources to both
protests. At this stage, Taxi protests will occur at the following times:
1000hrs to 1100hrs; and
1700hrs to 1800hrs.

VicPol LAC has also been engaged and will provide support as required, noting the potential for
significant congestion which may require specialist traffic management support.

As you are aware, Uber drivers have been conducting protest activity in the Melbourne Airport Taxi/Car
Ride secondary holding area behind Terminal 4.  This commenced on Monday 26 August with protest
activity between the hours of 7am and 10am.  The Uber drivers are protesting a rise in fees by the Uber
company.  The protesting members have been standing in the secondary holding area and chanting at
the Uber drivers who are not engaged in the protest activity, to cancel their fares and join them.  There
was media attention today but no incidents to note.  AFP has maintained at least one patrol during the
period of the protest.

  Today there were approximately 40
protestors in attendance.  AFP members in attendance believed their presence was required to ensure all
persons were conducting activities in a safe manner. 
Information provided today is Uber drivers will increase their hours of protest of Thursday and Friday to

7am – 10am and then again 6pm – 9pm.  They advised they expect the numbers to double at least.
 
I have now also received information about possible Taxi protests on Friday and over the weekend.  At
this time, Friday is due to run at 10am and 5pm, Saturday 10 am and Sunday 5pm.  The protest activity
will occur in the Terminal 2 Uber area, similar to what occurred previously.

Directorate listed a number of issues with Melbourne Airport regarding the release of Taxi’s from the
holding area.  s 47F(1)will speak to me tomorrow about the numbers expected and duration of the
protests.

regarding the increase in Uber
protests and possible numbers attending.  I have also advised about possible Taxi protests occurring at
the same time.

highlighted the possible need for support from Victoria Police from a traffic management perspective
depending on the number of protesters and activity.  A/Inspect
and I will discuss further tomorrow

If you have Uber protests which grinds traffic to a halt, last night we closed the Uber feeder rank by
placing Police vehicles in the feeder lane on Centre Road, just past the Grants Rd intersection. We did this
with Victoria Police’s Highway Patrol given the amount of traffic, however it could potentially be done by
AOT members.

and the protesting Uber drivers were all in support of closing it. It still took
nearly an hour to then clear all the traffic (which stretched to Mickleham Rd at its worst), but it worked
(as opposed to move on directions, infringements etc).
 
The Uber driver’s protest is against Uber, not Melbourne Airport. They may do it again however even last
night they were undecided what time they would finish before we shut down the feed ramp. A group of
Uber Drivers are congregating in the s 47E(d) nd talking to other drivers as they come through, slowing
down traffic movement. Some drivers may also be doing laps without picking up passengers to impact
Uber and create traffic congestion.

I have now also received information about possible Taxi protests on Friday and over the weekend.  At
this time, Friday is due to run at 10am and 5pm, Saturday 10 am and Sunday 5pm.  The protest activity
will occur in the Terminal 2 Uber area, similar to what occurred previously  
from the Taxi

holding area. s 47F(1) will speak to me tomorrow about the numbers expected and duration of the
