Dear David,
I have sent the letters of credence and recall for HOM-des Brussels (as well as for EU) in the post dip bag, addressed
to you. The envelope will be stamped “Credentials within”. I don’t expect the package will leave here until
Wednesday 8 January (given the mail room do not return for business until 6 January and the close day for Brussels
bag is Wednesday).
The contents of the package are:
For Belgium: two envelopes (1 containing the letter of credence and 1 containing the letter of recall) that will need
to be dated by post once you have been informed that agrément has been granted.

Please try to use a similar coloured pen and write the day in numeral format not word s 47C(1)
The signed papers are the ones for presenting to the Head of State. Once you have dated them please put one in
each empty labelled envelope and stick one of the Governor-General secure seals on the back of each envelope.
Spare seals contained if you need.
We would be grateful if you could please scan and send to us, final signed and dated copies for our records.
The other unsealed envelope with unsigned papers is for the MFA’s records and would be handed over by HOM in
his initial meeting with the Chief of Protocol (or equivalent).
For EU: four signed papers (one letter of credence and one of recall for both European Commission and European
Council). Again, these letters have been undated, so please enter the date (per notes above) once you have received
agrément. (Also included are two envelopes if you wish to use).
Also in the package will be HOM’s Commission of Appointment, and photocopies of the papers you can keep and
use as you wish.
The Commission of Appointment is for HOM to keep and frame if he wishes.
Please be mindful that if agrément is NOT granted in the month of January, we would need to have the papers re-
done by the Governor-General and in this case, we would proceed once we hear word from you.
I would be very grateful if you would let me know as soon as you receive the package. Feel free to contact myself or
my colleague Lydele, if you have any questions. I will be on leave between 25 Dec and !3 Jan.
I have attached copies of the original signed document for your records, although again, we would ask post to
please send back to us the dated copies when finalised for our records.

I am only intending to seek pre-signature on the Belgium and EU papers at this stage as I understand Luxembourg
agrément won’t be sought until Belgium grants, so I think we can wait until the GG returns on 13 January to get the

Dear David,
Whilst I am sure that agrément is still a little while away (any ideas?), please find attached drafts of all credentials
papers in preparation, for posts review.
Can I please confirm that the NATO letter still needs to be signed by both GG and FM?
I have made drafts based on Caroline’s papers however there seems to be no finalised signed NATO letter in her file
so I am unsure about the requirements.
The next question I have and will look to posts guidance, is that the GG will be on leave from 13 December to 13
January. I understand that the whole agrément process was delayed due to the onboarding of the HOM-des,
however if it looks likely the HOM-des will be starting 13 January (pending agrément granted).
Should we look to get papers signed by the GG next week, leaving them undated, so post can date after agrément is
through? We have done this in the past for an officer starting at another post in January. We can request the GG
sign two sets of undated papers (one for 2024 and one for 2025) and send both to post. Post can then date the
appropriate ones and destroy the other ones.
Let me know how the creds look and whether pre-signature would be appropriate under the circumstances.

Below is an update on the agrément process for HOM-designate Brussels, with advice on the forms of address for
the credential letters. This has been confirmed by each of the relevant Protocol divisions (Belgium MFA, Luxembourg
MFA, EU and NATO).
1. Belgium
Agrément requested on 25/11/24 s 47E(d)
For credential letters, forms of address: “His Majesty the King of the Belgians” (no given name) and referred to as
“Your Majesty”
2. Luxembourg
Agrément request can only be lodged after the approval of the agrément from Belgium.
For credential letters, forms of address: “His Royal Highness the Grand Duke” (no “of Luxembourg”, no given name).
Even after son Guillaume takes over, expected towards the end of 2025, same type of address, (no name) and
referred to as “Your Royal Highness”
3. European Council
Agrément requested on 25/11/24 s 47E(d)
For credential letters, forms of address : “His Excellency Mr António Costa, President of the European Council”.
Note: Costa is taking up his duties on 1 December 2024 and is referred to as “ Your Excellency”.
4. European Commission
Agrément requested on 25/11/24 s 47E(d)
For credential letters, forms of address: “Her Excellency Ms Ursula von der Leyen, President of the European
Commission“ and should be referred to as “ Your Excellency”
5. NATO
To lodge a verbal note requesting the agrément, accompanied by a CV with photo, passport copy, security clearance
(stating the security level) to NATO’s Secretary General’s office. The request should have all supporting documents
for the process to be started.
The North Atlantic Council (NAC) has to approve the nomination. Once approved we will receive the official letter of
approval of the nomination.

Some additional notes :
It would be helpful if Post can review of soft copy of the credential letters prior to their finalisation for
signature.
Credential letters can be prepared in advance, but please make sure they are not signed before the
agrément grant date.

EEAS Protocol confirmed the original 4 creden al le ers for the Commission and the Council, dated January are ok,
except of course for the date. They suggested to leave the date day, month blank. We could add it here.
I would suggest leaving the date also blank for Luxembourg and NATO.

A er our conversa on, I cal ed the EEAS Protocol with regards to the creden al le ers for the European Commission
and the European Council and the ming of the expected approval. They confirmed these le ers should be dated
a er the approval of the EU agrement, which they expect to happen beginning of February 2025. Meaning the 4

I have sent the le ers of credence and recall for HOM-des Brussels (as well as for EU) in the post dip bag, addressed
to you. The envelope will be stamped “Creden als within”. I don’t expect the package will leave here un l
Wednesday 8 January (given the mail room do not return for business un l 6 January and the close day for Brussels
bag is Wednesday).
The contents of the package are:
For Belgium: two envelopes (1 containing the le er of credence and 1 containing the le er of recall) that will need
to be dated by post once you have been informed that agrément has been granted.
Please try to use a similar coloured pen and write the day in numeral format not word (as this is less likely to show
discrepancies in handwri ng).
The signed papers are the ones for presen ng to the Head of State. Once you have dated them please put one in
each empty labelled envelope and s ck one of the Governor-General secure seals on the back of each envelope.
Spare seals contained if you need.
We would be grateful if you could please scan and send to us, final signed and dated copies for our records.
The other unsealed envelope with unsigned papers is for the MFA’s records and would be handed over by HOM in
his ini al mee ng with the Chief of Protocol (or equivalent).

In the mean me, we received the four agrement approval le ers for Belgium, Luxembourg, EU and NATO. I have
a ached them to this email as a reference.
This means that al le ers (Luxembourg, European Commission, European Council, NATO) can be dated by the GG on
the exact date of the signing of the le ers in February. Belgian le ers were already ok.
There is one possible issue, I asked NATO for confirma on only GG should sign the le ers (and not the Minister for
Foreign Affairs as per the dra creden al le ers). I have not yet heard from them. Hopeful y we wil hear from them
tomorrow. Can we wait one day to reply to Protocol Branch? Thanks.

As a fol ow-up to my earlier email about the creden al le ers for the European Commission and the European
Council (which should be redone because of the January date) , we have received today the approval of the agrement
request for the EU, dated 04/02/25.
The approval verbal note is a ached.
Once we have received the 4 new signed creden al le ers, we can organise the courtesy visit to the Chief of Protocol
for presen ng the true copies. Would it be an idea to ask Protocol Branch to email us the copies of the new signed
(and possibly dated, now that we have the approval) in order to organise the appointment with the Chief of Protocol?
For the presenta on of the creden als to the Presidents, we wil have to wait un l a er 05/03/25 (date creden als

except of course for the date. They suggested to leave the date day, month blank. We could add it here.

A tenta ve appointment has been made for Friday 17/01/25 at 11:00 or alterna vely Tuesday 21/01/25 at 15:00. The

Forms of address : “His Majesty the King of the Belgians” (no given name) and referred to as “Your Majesty”
2. Luxembourg
Agrément request can only be lodged a er the approval of the agrément from Belgium.
Forms of address : “His Royal Highness the Grand Duke” (no “of Luxembourg”, no given name). Even a er son
Guil aume takes over, expected towards the end of 2025, same type of address, (no name) and referred to as “Your
Royal Highness”
Note : For info, the creden als are presented in Luxembourg to the His Royal Highness Prince Guil aume. This does not

3. European Council

s 22(1)(a)(ii) ou have seen the Australian media about Angus Campbell’s appointment. The Secretary and COO (Clare
Walsh) are not happy. Mary Ellen Miller from EUD has reached out to EU Ambassador Visentin and will shortly also
do so with Belgian Ambassador Goffin to apologise for such speculation having been published, making the point it
was not the Government’s intention for any public commentary ahead of appropriate diplomatic approvals,
including agrement.

grateful if you could contact Belgian and EEAS protocol to make the same points.
Because this story has hit the press, the department is wondering if it might be better to end speculation by having
the government announce it “intends to appoint” Angus Campbell etc. This has happened on previous such

this end given agrement has not yet been granted.

A er our conversa on, I cal ed the EEAS Protocol with regards to the creden al le ers for the European Commission
and the European Council and the ming of the expected approval. They confirmed these le ers should be dated
a er the approval of the EU agrement, which they expect to happen beginning of February 2025. Meaning the 4
le ers should be re-done. They asked again to email them copies of the current 4 le ers (the ones with the January
date), to triple check the wording is ok….I wil do this this a ernoon.
Do you already want to go back to Protocol Branch about the issue of the Luxembourg and NATO le ers? But assume
we prefer to provide Protocol Branch with the request including the 4 EU le ers?
Suggested reply for Protocol Branch (tomorrow when we have the EU outcome about the wording?)
With regards to the creden al le ers, we received in the package as per your email.
For Belgium : two envelopes (1 containing the le er of credence and 1 containing the le er of recal ), dated blank
January 2025. Agrement received end December 2024. Le ers wil be dated by Post beginning of January 2025.
For the EU : four signed le ers (one le er of credence and one of recal for each European Commission and European
Council), dated blank January 2025. Awai ng approval agrement from the EU.
For Luxembourg : no le ers. Awai ng agrement approval.
For NATO : no le ers. Nomina on was approved end of January 2025.
Could the creden al le ers for Luxembourg and for NATO be prepared, not date/month dated (or dated March 2025)
and sent to us.
As the le ers for European Commission and the European Council have been dated before the approval of the
agrement by the EU, could the 4 le ers be re-done by the Governor General. (a er having received the OK from the
EU about the wording)

Dear David,
I have sent the le ers of credence and recall for HOM-des Brussels (as well as for EU) in the post dip bag, addressed
to you. The envelope will be stamped “Creden als within”. I don’t expect the package will leave here un l
Wednesday 8 January (given the mail room do not return for business un l 6 January and the close day for Brussels
bag is Wednesday).
The contents of the package are:
For Belgium: two envelopes (1 containing the le er of credence and 1 containing the le er of recall) that will need
to be dated by post once you have been informed that agrément has been granted.
Please try to use a similar coloured pen and write the day in numeral format not word (as this is less likely to show
discrepancies in handwri ng).
The signed papers are the ones for presen ng to the Head of State. Once you have dated them please put one in
each empty labelled envelope and s ck one of the Governor-General secure seals on the back of each envelope.
Spare seals contained if you need.
We would be grateful if you could please scan and send to us, final signed and dated copies for our records.
The other unsealed envelope with unsigned papers is for the MFA’s records and would be handed over by HOM in
his ini al mee ng with the Chief of Protocol (or equivalent).
For EU: four signed papers (one le er of credence and one of recall for both European Commission and European
Council). Again, these le ers have been undated, so please enter the date (per notes above) once you have received
agrément. (Also included are two envelopes if you wish to use).
Also in the package will be HOM’s Commission of Appointment, and photocopies of the papers you can keep and
use as you wish.
The Commission of Appointment is for HOM to keep and frame if he wishes.
Please be mindful that if agrément is NOT granted in the month of January, we would need to have the papers re-
done by the Governor-General and in this case, we would proceed once we hear word from you.
I would be very grateful if you would let me know as soon as you receive the package. Feel free to contact myself or
my colleagues 22(1)(a)(ii) if you have any ques ons. I will be on leave between 25 Dec and !3 Jan.
I have a ached copies of the original signed document for your records, although again, we would ask post to please
send back to us the dated copies when finalised for our records.
