ability to share data consistent with relevant Government legislation, regulations and policies, including the

In 2018, the Department established a Data and Analytics Branch by consolidating the majority of data- related
functions and looking to improve data capability.
One area of focus in the newly formed Branch was to boost data governance and data capability, with a
program of work initiated to define and communicate the role of data stewards, identify data stewards across
the agency, and establish a Data Steward Working Group (DSWG). This communication forum would increase
consultation and visible approval for data release as an ad hoc process or under data management agreements
for longer term data sharing.
Over time, Data Stewards delegated their role in the DSWG to the data subject matter experts within their
team. Unfortunately, this move diluted the decision-making ability of this forum and further weakened Data
Stewards engagement with data and understanding of their role. As a result, when a data sharing
arrangement within the Department was the subject of media attention, data stewards became increasingly
apprehensive about their role and undertook a more risk averse approach when subsequently being requested
to share data.
