Hi Lisa

Sorry about the delay in geing back to you.

Ed is comfortable for me to write this speech for the Chancellor if it’s possible to have
some Gme with Julie to get her thoughts on the quesGons provided by YNSS.

If Gme with Julie is not possible, we can engage s47F - Public Interest

What do you prefer?

c :t InvitaGon to the Chancellor: YNSS Keynote

Dear Chris,

It was a pleasure to speak to you on the phone yesterday. Thank you in advance for
facilitaGng the passage of this invitaGon.
As explained, we would be delighted to invite Julie Bishop to parGcipate as a Keynote
Speaker in the program line up for the inaugural Youth NaGonal Security Strategy
(YNSS).

I have included further informaGon about the YNSS and the envisaged role for you
and the Chancellor’s awareness.
What i
a s the YNSS?
Over the last few months, YNSS organisers have been selecGng 42 of Australia’s
brightest emerging leaders, out of a compeGGve pool of 621 applicants hailing from
every State and Territory.
From September to December, in a process culminaGng in a weeklong symposium at
the Australian NaGonal University, our forty-two representaGves will co-author
Australia’s first youth-led naGonal security strategy. The ensuing document will put
forward the next generaGon’s innovaGve soluGons to emerging naGonal security
threats, such as disinformaGon, ransomware anacks, public health crises and food
security.
Currently, the YNSS counts Kiah ConsulGng as its Principal Industry Partner and ANU
as its Principal Academic Partner, with support from ANU’s Strategic and Defence
Studies Centre, NaGonal Security College, and Crawford School of Public Policy,
alongside various Colleges.

The YNSS is also supported by an expert advisory board, which includes Richard
Maude, Georgie Skipper, Gai Brodtmann, Stan Grant, Jessica Mackenzie, John Glenn,
and Simone Pensko.

As the Keynote Speaker, the Chancellor would commence the (private) Zoom meeGng
with a 20 or so minute address to the full cohort of our RepresentaGves (as well as
the expert facilitators who’ll subsequently lead the Working Groups that everyone
breaks out into ayer her address). At the end of her keynote address, and max 3 Q&A
quesGons from our Reps, she would be free to leave the call. It is a roughly 30-minute
total engagement.

The Chancellor’s role as Keynote Speaker would be to give a brief address that
sGmulates the thinking of the RepresentaGves about that week’s topic. In the
‘Alliances, Partnerships, and MulGlateralism’ week, we are asking the RepresentaGves
to contemplate how Australia should strengthen or adapt exisGng alliances,
consolidate new partnerships, and contribute to the strengthening and evoluGon of
the internaGonal rules-based system. The aim of the Chancellor’s address would be to
help shape how our RepresentaGves go on to think about and grapple with these
quesGons, ulGmately feeding into the strategy document they co-author.

For the Chancellor’s awareness, Rory Medcalf, Michael Wesley, and Evelyn Goh are
the other confirmed/invited keynote speakers in the surrounding weeks of the
program line up.
Why s
Wh upport the YNSS?
UlGmately, the iniGaGve promises to sharpen the thinking, skills, and networks of an
emerging cohort of young leaders in naGonal security. Crucially, it will also break
ground in bringing a diverse and unheard set of voices to the table,
helping recalibrate the conversaGon surrounding Australia’s naGonal security
landscape. Your parGcipaGon as a keynote speaker would help inform the co-authors
to make the most considered contribuGon to Australia’s policy debate, maximising the
potenGal for the strategy document to have a transformaGve impact. Finally, all
contribuGons from experts in their relevant fields will be acknowledged in the final
document for their support and Gme given to the YNSS and its RepresentaGves.
