Your freedom of information (FOI) request
I refer to your correspondence in relation to this FOI request, including the following chronology.
On 27 March 2025 you requested:
I request a copy of the 2019 Bendigo Showgrounds Masterplan and Business case.
I also request any documents related to its development, including but not limited to, any documents
referencing/demonstrating community consultation on proposed works before the tender process for
the Sport and Recreation Victoria-funded redevelopment started in September 2024.
On 27 March 2025 I sent an email of acknowledgement to your FOI application to the email address noted
in the application as
xxxxxxxxxxxx@xxxx.xxx.xx, however this bounced back to the City as undeliverable
stating ‘
recipient email provider rejected’.
On 3 April 2025 the City received an additional correspondence in relation to this FOI request containing
the same scope from the email address

“new
email address”).
An invoice for the application fee was sent to the new email address on 8 April 2025.
On 20 April 2025 you sent an email from the Right to Know email address varying the scope of your request
to the below
In reference to my original request, I have since obtained a copy of the master plan and business case
so request a change of scope to the following:
Any documents related to the development of the Bendigo Showgrounds Master Plan and Business
case and redevelopment of the Bendigo Showgrounds. As part of this I seek documents associated
with the grants awarded to the CoGB under the Stronger Regional Communities Plan in 2018-19 and
2019-20, including but not limited to the grant applications and acquittals.

You are making a request under the
Freedom of Information Act 1982 (Vic) (
FOI Act), however at this time
your request is not valid under section 17 of the FOI Act because you have not paid the application fee of
$32.70, and it is not clear and specific enough for us to identify the documents you have requested.
Your request requires clarification
For your request to be valid under section 17 of the FOI Act, it must provide enough information about the
documents you asked for so we can properly identify them. If the terms of a request are not sufficiently
clear, it wil not comply with section 17 of the FOI Act and we cannot process it.
We have conducted preliminary searches for documents in relation to your original scope as well as your
varied scope. To assist you in making your request valid by ensuring the agreed scope is clear and
unambiguous, we propose the following which we believe may capture the terms of your requests:
Documents held in the City’s ECM electronic document storage management system associated with
the grants awarded to the City of Greater Bendigo under the Stronger Regional Communities Plan in
2018-2019 and 2019/2020, including but not limited to the grant applications and acquittals.
For the avoidance of any doubt, this scope does not include the Bendigo Showgrounds Master Plan
and Business case.
Paying the application fee
To proceed with your request, please also pay the invoice for the application fee of $32.70 previously
provided to you. The various payment methods are detailed on the invoice.

either confirming the above proposed scope is satisfactory or provide us with a further clarified request for

If we do not hear from you by this date, we may close your request without processing it. If we close your
