1. Establishment
The seller must meet with key personnel from the buyer within the
meeting
first week of the contract. The purpose of the meeting is to develop a
shared understanding of the goals, scope, deliverables and risk
management of the project.

The seller must develop a visual brand to support the consultation
process and deliverables under the Stakeholder Consultation Strategy.

4. Key messaging
The seller must create and refine a suite of messaging to inform
interactions with people with disability, families, carers, service
providers and the broader disability community as detailed in the
project plan.
This messaging should do the following:
• Assist people to understand what is proposed in the NDIS
Review
• Provide accurate and timely information on upcoming
consultations
• Work to manage misinformation in the community around
Foundational Supports
Additional messaging as specified in the project plan
5. Visual assets
The seller must develop the following, unless agreed otherwise in the
project plan:
• 5 x visual asset to apply to web pages
• 5 x visual assets to be applied across all engagement activity
• A word document template for information sheets and reports
• A presentation template
• two standard social tiles
• two physical pull up banners

6. Video
The seller must develop 5 x short, video explainers and an additional

Video explainers must include closed captioning and a transcript and
Auslan versions will also be created and available. Video explainers
should, where practical, feature people with disability.
The seller must provide the first draft of the video explainers to the
buyer for comment in accordance with the timeframe agreed in the

7. Information

9. Case Studies
The seller must develop at least four filmed and at least four written
short personal stories, featuring people with disability. The case
studies will explain the intent of Foundational Supports and how they
would benefit people with disability in the community with details
specified in the project plan.
These details can include the social context (e.g. a NDIS participant, a
non-NDIS participant, family member, carer and varying ages and
experience of disability) and focus on the diversity of the disability
community in term of families and carers, First Nations, CALD,
LGBTQIA+ people with disability, and for women, girls and non-binary
people) and content to be agreed through the project plan.
Video case studies must include accessibility features such as
captions, Auslan interpretation and a transcript. Video case studies
should, where practical, feature people with disability, unless
otherwise agreed through the project plan.
The seller must provide the first draft of the case studies to the buyer
for comment in accordance with the timeframe agreed in the project
plan.
10. Stakeholder
The seller must develop a stakeholder toolkit to provide intermediaries

and key channels with information about the consultation process, to
encourage participation. The toolkit must include new assets, in
addition to those listed in the above deliverables. The specific content
of the stakeholder toolkit will be agreed in the project plan.
11. Submission
The seller must undertake a process through DSS Engage to allow
process and
community consultations. The method for a submission and
questionnaire
questionnaire process would, unless otherwise agreed in the project
plan, be:
•
Design a 8-10 question survey / questionnaire with key
questions that will help to inform the development of the
Foundational Support Strategy and roll out of the
Foundational Supports services.
•
Work with DSS to build the online questionnaire ensuring
this is well tested and accessible.
•
The form would have an option for people to upload
documents, video or audio as part of their submission.
•
Produce an Easy Read and Auslan version of the questions,
with specific ways that people can submit responses using
these formats.
•
Implement other ways people can make a submission such
as requesting a 1:1 interview or support to do an audio or
survey submission from a Social Deck team member.
Timeframes and details for this work will be agreed in the project
plan.

12. Online ideas
The seller must create, host and moderate an online ideas wall that
wall
allows stakeholders to contribute thoughts and ideas about the design
and implementation of Foundational Supports.
The ideas wall must be an accessible online board where community
members can post comments interactively. The Ideas Wall must be
available for 12 weeks, unless otherwise specified in the project plan.
The seller will provide the first draft of content, including imagery, to
the buyer for comment in accordance with the timeframes outlined in
the project plan.
Summary Report
The seller must provide a summary report on the completion of the
ideas wall. The contents of the summary report will be agreed in the
project plan. The written summary report should follow the Australian
Government Style Manual and the web Content Accessibility
Guidelines (2.1).
The seller must provide the first draft of the ideas wall summary
report to the buyer for comment in accordance with the timeframe
agreed in the project plan.
13. Community
National Roadshow – Face to face community consultations
consultations
The seller must design, facilitate and manage the administration of at
least 15 community consultations in 15 locations (2 in each state and
territory except only 1 in ACT), unless otherwise agreed in the project
plan. The seller must:
• Tailor the consultation approach to each state and territory
• co-lead community consultations with people with disability and
disability focused organisations
• implement specific consultation approaches, such as yarning
circles (First Nations) or kitchen table conversations
(multicultural focus) in locations agreed in the project plan.
• Appropriately renumerate co-facilitators and key contributors
for their roles.
Online community consultation workshops
The seller must undertake online community consultation workshops
in each jurisdiction. These would be promoted to interested
community and stakeholders in each state and territory. This will allow
the content to be tailored to specific jurisdictions, details to be agreed
through the project plan.
Additional online events The seller must conduct at least 2 x online events at the end of the
engagement period. The specifics of these events will be agreed in the
project plan.
“What we heard” event
The seller mut conduct at least one webinar towards the end of the
consultation period with high level points about ‘What we have heard’.
The specifics of this deliverable will be agreed in the project plan.

The specific timings, content and locations of the community
consultations will be agreed in partnership with the seller and the
buyer, in consultation with states and territories and will be outlined in
the project plan.
The seller will deliver events in line with the
engagement,
accessibility, privacy and safety considerations listed in this contract
under
acceptance process and criteria. This includes ensuring events
are co-facilitated with people with disability, accessible, safe and
include Auslan interpretation and a quiet / sensory room, and have
professional counselling available should participants require it.
Consultation summaries
The seller must provide a consultation summary report for each of the
online and face to face consultations for review and feedback by the
buyer.
The seller must provide consultation reports after all community
consultations. The report must include the following unless otherwise
agreed in the implementation plan:
• Executive summary
• Participation data and methodology for engagement
• Informing the vision and outcomes of a Foundational Supports
Strategy
• Key themes identified about Foundation Supports from different
audience perspectives
• Feedback on governance and implementation
• Brief recommendations for development of the Strategy
• Infographics, charts and quotes from participants (de-
identified)
• Additional information as agreed in the project plan
Community consultation calendar
The seller must develop a community consultation calendar for
stakeholder awareness.
14. Focus groups

review and feedback by the buyer.
