Appointment of Executive Support Officer
The FOI timeframe, as requested 1 March to 30 June 2024, does not capture all relevant
documentation requested. The University will provide the fol owing summary of the
appointment of Mr Vaughan Forsyth to the role of ‘Executive Support Manager’.
In early 2024, the Office of the Vice-Chancel or (OVC) was supporting the transition of
the incoming 13th Vice-Chancel or. The transition for the Vice-Chancellor had been
poorly managed internally, with limited handover documentation and meetings. The
OVC had experienced a significant change over of staff in Q4 2023 and Q1 2024,
including the departure of the three senior office holders, including the Chief of Staff,
the Senior Advisor and an Executive Officer, al of whom had occupied these roles for
substantial periods of time, and their collective departures represented significant loss
of corporate knowledge and stability for the office.
The remaining staff within the OVC included staff new in role, several fixed term
appointees and junior staff. One fixed term appointee (ANU SM01), who had undertaken
a competitive recruitment process in 2023, was scheduled to take parental leave from
April 2024.
To ensure continuity in the OVC, a short-term appointment, at the same level (ANU
SM01), to backfill the ‘Executive Support Manager’ was approved. The OVC held
appropriate budget for this role, it was approved by the financial delegate, and endorsed
by the Human Resources. The role required a senior professional staff member with
strong corporate knowledge, stakeholder management and operations experience.
Vaughan Forsyth was identified as a suitable short-term appointment. Mr Forsyth had
been recruited to ANU at the same level through a competitive external recruitment
process in 2022, and had worked for three Chief Operating Officers. He was
experienced working at the ANU SM01 level, and he had strong references supporting
his ability to deliver in a high pressure environment, enact sound judgement and with
discretion and manage complex budgetary matters.
The direct appointment of Mr Forsyth, on a fixed term contract, was undertaken in line
with the ANU policy and procedure for Appointments, clause 14. At the conclusion of
the short-term appointment, Mr Forsyth returned to his substantial position at the
University.
Mr Forsyth was a highly capable candidate for this position and was an asset to OVC
and the University in this role.
