FREEDOM OF INFORMATION REQUEST – CONSULTATION
I refer to your request, dated 7 August 2025 to the Treasury, for the following documents
under the
Freedom of Information Act 1982 (
FOI Act):
Seek access to all submissions received by Treasury during the Consultation period: 27
June to 25 July relating to the Economic Reform Roundtable (accessible here:
https://consult.treasury.gov.au/economic-reform-roundtable-2025.
Please exclude duplicates and documents already publicly released, including media
releases, reports, articles and statements to the media.
Please limit emails to the final message in the chain as long as previous messages are
captured.
I agree to having the names and direct contact details of non-senior staff removed,
however I request that redactions do not include non-personally identifying information.
For example, please leave the domain and job titles when redacting email addresses or
signature blocks on emails.
I am an authorised decision maker under section 23 of the FOI Act.
I am writing to tell you that I believe that the work involved in processing your request in its
current form would substantially and unreasonably divert the resources of this agency from its
other operations due to its broad scope and size. This is called a ‘practical refusal reason’
under section 24AA of the FOI Act.
On this basis, I intend to refuse access to the documents you have requested. However, you
have an opportunity to revise your request before I make a final decision. This is called a
‘request consultation process’ in section 24AB of the FOI Act.
You have
14 days to respond to this notice in one of the ways set out below.
Why I intend to refuse your request
I decided that a practical refusal reason exists because the scope of your request as currently
worded is very broad, and captures a large numbers of documents. Additionally, the resources

required to examine each of the documents to ensure that each of the submissions can be
released are not currently readily available.
Treasury has identified that there are approximately 790 submissions received through the
submission portal. A number of submissions potentially contain sensitive and confidential
information. These submissions will need to be closely reviewed and Treasury may be required
to consult some or all of these parties at an estimate of two hours per consultation.
Additionally, Treasury received over 140 emails through its public inbox which could be
considered submissions. All respondents who submitted through this process would need to
be contacted individually to confirm that they would like their email to be treated as a
submission, and to determine how they would like their submission to be handled at an
estimate of 2 hours per consultation.
There is an extremely large amount of material to be examined and consultations to be
undertaken in order to process your request. I am satisfied that this task would place a
significant burden on a limited number of Treasury staff.
Request consultation process
You have an opportunity to revise your request. This might mean narrowing the scope of the
request to make it more manageable or explaining in more detail the documents you wish to
access. This will assist the Treasury to focus on the documents that you are most interested in,
saving time and resources.
Due to the large number of documents potentially in scope of your request I am unable to
suggest any meaningful way to assist you in refining your scope that would enable it to
progress.
If you revise your request in a way that adequately addresses the practical refusal grounds
outlined above, we will recommence processing it. Please note that the time taken to consult
you regarding the scope of your request is not taken into account for the purposes of the 30
day time limit for processing your request.
What you need to do
You must contact us within 14 days from day after you receive this notice to:
• withdraw your request
• make a revised request
• tell us that you do not wish to revise your request.
