Hi there,
I'm getting in touch with an inquiry about a possible export of Australian coal from Newcastle to Hadera port in
Israel in recent weeks. There were some reports the load was aboard the Captain Veniamis, which left Newcastle on
12 September and arrived in Hadera earlier this month.
I'm seeking to firstly confirm the reports that some coal shipments have been sent from Australia to Israel in recent
months, including the aforementioned, and to secondly understand how the federal government would be involved
in the process? i.e. would an export licence be required? Are there any checks on exports to conflict zones?
Looking to get a response relatively soon so by 5pm would be appreciated. Even if it is to direct me elsewhere.
I've sent this to DFAT and AusTrade directly as well.

FYI, according to our DFAT trade stats, the only coal exports recorded since 2015 were $4,000 worth in 2021-
22, but I note the only evidence cited in media was one X post by Peter Cronau stating ‘a bulk carrier arrived
today from Newcastle to the Hadera Port, on the coast near Tel Aviv, likely to supply Israel’s largest power
station,’ with no actual evidence.

I'm looking to get some more details on any export controls for coal the department or the minister might be in
charge of.
I've had a little look around but haven't found anything particularly useful for my questions at this stage.
In a hypothetical example, I'm looking to understand whether an exporter of Australian coal would need to apply for
a permit to export to a new country or whether there are any checks or balances the government undertakes in that
situation.
Hoping to get some clarity by the end of the day. I'm not looking for an on the record comment at this stage so all on
background is fine with me.
