RE: Freedom of Information Request 
 
I refer to your request received by the Department of Foreign Affairs and Trade (the 
department) on 10 September 2025 for access under the Freedom of Information Act 1982 
(the FOI Act) to: 
 
The charter of the Council for Australian-Arab Relations say "The function of the 
Council is to make recommendations to the Australian Government through the 
Minister for Foreign Affairs and the Minister for Trade (hereafter referred to as “the 
Ministers”) on strengthening Australia’s cultural, economic, political and social 
relations with Arab countries in support of Australian foreign and trade policy 
priorities." 
 
FOI Request 
 
I would like documents showing the recommendations made to the Ministers 
regarding Gaza from the 7th October 2023 until now. 
 
I am writing to provide you with a decision about your request.   
 
Authority 
 
I am an officer authorised under section 23 of the FOI Act to make decisions in relation to 
FOI requests and have been appointed as the decision-maker on your request.

Thorough searches conducted by the Council for Autralian-Arab Relations which sits within 
the Middle East Branch found no documents matching the description of the documents 
you requested.

In accordance with section 24A(1) of the FOI Act, your request for access to documents is 
refused as al  reasonable steps have been taken to find the documents and I am satisfied 
that the documents do not exist.

Additional Information 
 
The fol owing information has not informed my decision but has been provided to assist 
you. 
 
The Council for Australian-Arab Relations (CAAR, the Council) has not provided advice to the 
Minister for Foreign Affairs regarding Gaza since 7 October 2023. 
 
The Council’s core role is to provide recommendations to DFAT’s financial delegate on 
which projects should receive funding through the annual grants round. The Council’s 
primary mechanism for delivering outcomes aligned with its objectives is through CAAR’s 
annual grant round, which is administered by the department.
