STATEMENT OF REASONS UNDER THE FREEDOM OF INFORMATION ACT 1982
1.
I refer to the request by Tyler (the applicant) for access to the following documents 
under the Freedom of Information Act 1982 (Cth) (FOI Act):
My FOI request is about the recent Australia-PNG Mutual Defence Treaty signed on 6 
October 2025.
- inform whether there were any "full powers" from Australia or Papua New Guinea for 
signature of this treaty?
- provide a copy of these "full powers" from either Australia or Papua New Guinea (and 
if possible, both), if these "full powers" exist?
Background
2.
On 8 October 2025, the applicant submitted a request under the FOI Act to the 
Department of Foreign Affairs and Trade. 
3.
On 17 October 2025, the applicant was notified that the request had been transferred to 
the Department of Defence (Defence) under section 16 of the FOI Act, as the request was 
more closely connected with the functions of Defence.

this FOI request.

I have decided to refuse the request under section 24A of the FOI Act.
