Dear Shirley Humphris
Decision about your request for documents
I am writing about your request for documents
1 which we received on 29 December 2025.
As an authorised decision maker,
2 this letter sets out a summary of my decision and outlines:
3
•
a summary of your request,
•
a list of the materials used to reach the decision,
•
the reasons for the decision, and
•
information about your review rights.
Your request
As you know, I wrote to you on 9 January 2026 to provide you with information about the FOI process and
to acknowledge that we would consider your request for the following documents:
I have narrowed the search to dates between August 2024 and ending at the date of the search
result. I dont expect there can be many documents of any types within this date range.
Please provide documents regarding the proposed NDIS Support Needs Assessment (SNA), I-CAN
tool between NDIA and AHPRA generally, and the boards of Psychology; Occupational Therapy;
Physiotherapy; Nursing
In that letter I told you that I had
understood this to mean that you are seeking documents from August
2024 onwards regarding the proposed NDIS Support Needs Assessment (SNA), I-CAN tool:
•
exchanged between the NDIA and Ahpra, the Psychology Board of Australia, the Occupational
Therapy Board of Australia, the Physiotherapy Board of Australia and/or the Nursing and
Midwifery Board of Australia, and/or
•
to which the NDIA and Ahpra, the Psychology Board of Australia, the Occupational Therapy
Board of Australia, the Physiotherapy Board of Australia and/or the Nursing and Midwifery Board
of Australia are parties.

At this time, I explained that we are required to make a decision about your request by Wednesday, 28
February 2026. I apologise for the error in the acknowledgement which should have read,
Wednesday, 28
January 2026.
How I made my decision
In reaching my decision I considered the:
•
terms of your request,
•
internal consultation,
•
role of Ahpra and the National Boards, which is to regulate registered health practitioners, not to
regulate health practitioners use of specific clinical tools,
•
Freedom of Information Act 1982 (Cth) (
the FOI Act),
•
Health Practitioner Regulation National Law, as enforced in each state and territory (
the
National Law), and
•
FOI Guidelines issued by the Australian Information Commissioner.
Documents not located
Under section 24A of the FOI Act, an agency may refuse a request if all reasonable steps have been
taken to find the documents requested and the agency is satisfied that the document cannot be found,
does not exist or has not been received.
In response to your request, Ahpra conducted internal consultation with the relevant business units and
keyword searches of its information holdings for any documents relating to your request.
As all reasonable searches and inquiries have been conducted by Ahpra, and no document within the
scope of your request can be located, it is my decision to refuse access under section 24A(1) of the FOI
Act on the basis that the documents that you seek either cannot be found, do not exist or have not been
received.
Charges
No charges have been imposed for processing your request.
