Dear Mr Wang
1.
The purpose of this letter is to give you a decision about access to documents that you
requested from the Australian Curriculum Assessment and Reporting Authority (ACARA) under
the
Freedom of Information Act 1982 (FOI Act).
2.
I am an officer authorised by ACARA’s Chief Executive Officer under section 23(1) of the FOI
Act to make decisions in relation to FOI requests.

On 11 December 2025, you requested access to the following:
“the NAPLAN Literacy and Numeracy test papers for Years 3, 5, and 7, for the years 2017-2025
inclusive, and the corresponding marking guides, scoring guides, and answer keys, being the
same categories of documents as the publicly released 2008-2016 NAPLAN papers These
include the primary test forms delivered nationally each year.”
4.
On 23 December 2025, ACARA acknowledged your request and sought an extension of time
to process your request under section 15AA of the FOI Act.
5.
You responded on 24 December 2025, agreeing to grant ACARA an extension to 27 January
2026. The Office of the Australian Information Commissioner was notified in writing of the
extension.
6.
A decision in relation to your request is due on 27 January 2026.
Document searches

ACARA has undertaken searches of relevant agency document management systems for
documents within the scope of your request.

Specifically, ACARA advisers with subject-matter knowledge performed comprehensive
searches of relevant systems using the key words and date range provided by you (as set out in
paragraph 3 of this notice).

I have taken the following material into account in making my decision:
• the terms of your request
• the acknowledgement sent to you
• document searches undertaken by ACARA advisers
• the content of the documents identified as within scope of your request
• consultation with ACARA advisers and technical experts
• the FOI Act, and
• Guidelines made by the Australian Information Commissioner under section 93A of the FOI
Act (FOI Guidelines).
Decision
10. I have identified 352 documents which I consider to be within the scope of your request. I have
decided to refuse access to 350 documents in full. I have decided to grant access to 2
documents in full.
11. Your
rights to seek review under the FOI Act or submit a complaint are set out in
Attachment A
to this notice.
12. The
Schedule of Documents at
Attachment B sets out brief information about each document
within the scope of your request and the decision made on each document.
13. The
Statement of Reasons at
Attachment C sets out the reasons for my decision to refuse
access to some of the documents.
Charges
14. In this instance, I have exercised my discretion and decided not to impose any fees for the
processing of your request.
