I refer to your application received by the City of Stonnington on 3 August 2017 seeking access to 
documents under the Freedom of Information Act 1982 (Act).  Specifically you seek access to the 
following: 
‘…the raw data set of parking tickets issued in the name of Stonnington City Council within the previous 12-month 
period (prior to June 15 2017) broken down by: 
a) Ticket #  
b) offence date  
c) offence time  
d) offence location (Area/Street/Suburb) 
e) offence ID (Code / Section / Description) 
f) Penalty $  
g) officer ID  
h) vehicle registration #  
i) State of registration 
j) Make of car

Under s 19 of the Act Council has produced 2 written documents responding to the Request.  Council 
has produced these documents by extracting data fields from an electronic database for the date range 
1 July 2016 to 30 June 2017. 
I have made a decision to provide partial access to the documents.
I have decided that disclosing information contained in the data fields OffencetimeOfficerID; and 
VehicleRegistration would involve the unreasonable disclosure of information related to the personal 
affairs of individuals (‘personal affairs information’) under s 33 of the Act.   
I have formed this view taking into consideration the following: 
•  the nature of the information 
•  the reason for collecting the information 
•  whether individuals would expect the information to be released 
•  whether individuals would object to release 
•  whether it would be practicable to notify individuals of release 
For administrative efficiency, Council has produced the written documents by omitting to extract data 
fields containing personal affairs information, rather than creating edited copies of the written 
documents. 
Access charges 
Access charges have been waived in this instance.
