FREEDOM OF INFORMATION ACT 1982 
AUTHORISATION UNDER SUBSECTION 23(1) 
 
I, Nicole Rose PSM, Chief Executive Officer of the Australian Transaction Reports and 
Analysis Centre (AUSTRAC), being the principal officer of AUSTRAC under the Freedom 
of Information Act 1982 (the Act): 
(a)  revoke the instrument of authorisation made by Peter Clark, Acting Chief Executive 
Officer, on 8 June 2017 and make this instrument of authorisation under subsection 23(1) 
of the Act; and 
(b)  authorise a person holding, occupying or performing any of the positions listed in 
column 1 of the table in Schedule 1 to make a decision in respect of the matters listed in 
column 2 of the table in Schedule 1. 
 
In this Authorisation: 
Extended decision means a decision under section 54B of the Act to allow a further period 
for making an application for internal review. 
Initial decision means: 
(a)  a decision about a request to access documents under Part III of the Act; or 
(b) a decision about an application for amendment or annotation of personal information 
about a person under Part V of the Act; or 
(c)  a decision under the Freedom of Information (Charges) Regulations 1982. 
Internal review decision means a decision under section 54C of the Act on the review of an 
initial decision.  
Revised decision means a decision under section 55G of the Act to vary (or set aside and 
substitute) an access refusal decision (whether made as part of an initial decision or an 
internal review decision) during an Information Commissioner (IC) review.   
This instrument takes effect on and from the date it is signed.
