INFORMATION ACT

I refer to the application by Mr Alan Cole under the Freedom of Information Act 1982 
(FOI Act), for access to: 
“Regarding the RAAF airbus registration a39-007 1: 
1. how many crew would be on a long haul flight including flight stewards, mechanics 
and pilots 

2. what is the layout of the VIP section and what furniture/seats (number of) are in 
each area including bedroom, office, executive seating  

3. how many first class, business class and economy class seats are there in the rest of 
the plane on a VIP mission  

4. what was the cost of outfitting the VIP section”

I am the authorised officer pursuant to section 23 of the FOI Act to make a decision on 
this FOI request.

of the request.

In making my decision, I had regard to: 
a.  the terms of the request; 
b.  the content of the identified documents in issue; 
c.  relevant provisions in the FOI Act;  
d.  the Guidelines published by the Office of the Australian Information 
Commissioner under section 93A of the FOI Act (the Guidelines); and 


e.  advice received from officers within the department including from Number 34 
Squadron VIP Operations, Air Force Headquarters Ministerial Liaison Officer 
and Capability Acquisition and Sustainment Group.  
Context Statement 
6. 
On 23 September 2019, a notice of practical refusal was sent to the applicant advising 
that questions could be addressed by RAAF producing a custom document under section 17 
of the FOI Act. On 5 October 2019, the applicant responded with the questions present as they 
appear in the scope of this request. Subsequently the document for this request was generated 
under section 17 of the FOI Act.
