Thanks very much for the feedback – I have at ached an updated version and addressed your (green) questions in blue below:
Clarification is needed re what is meant by “labour costs for incoming experts” being ineligible – it could be read as not paying the EIR for
their time. If it is relating to incubator staff assisting the EIR in their activities then this could be made clearer (nb if we are al owing this
under Appendix D In kind then we could make this clearer also).
We sent an updated version to you on 6 June, in this version we had removed the reference to ‘labour costs for incoming experts’
under Section 4, Eligible Expenditure for EIRs as we also thought that this was misleading. I don’t think we would alow expenditure
for incubator staf  assisting the EIR generaly, however, if it was essential to the project, perhaps we would consider that on a case by
case basis and alow as in-kind? But I don’t think we need to go into that in the FAQ. Happy to discuss if you disagree though.
Re “EIRs must not be currently employed by the incubator, including on a contractual basis” the current CIG at 9.3.1 conflicts with this
referencing only “experts are not a current employee of your incubator” with a later definition of an employee at Appendix B3.
Firstly, to be clear for the RIFs, where you are referencing the ‘CIG’ (old Customer Information Guide), you mean the current
Programme Guidelines.
We state that “EIRs must not be currently employed by the incubator, including on a contractual basis”, to capture both
employee (as defined in Appendix B3) and contractors. This is a requirement for who we consider to be an eligible expert (eligible
activity). If the incubator is already contracting someone, then they have access to those skils and experience already, so this would
not be eligible. Appendix B3 provides the definition for what we consider to be an employee for the purposes of eligible expenditure.
So, I think this sentence can remain. Let me know if you disagree.
In addition we possibly we need more information on what we consider a secondment as we don’t discuss this in any detail in the CIG or the
FAQ (eg for e ISI68300 we advised that “To be eligible, experts seconded into an incubator must be sourced from outside the incubator
organisation” which also covered board members and by extension shareholders, should this arise – some words could be added along
these lines).
Agree, we have added the text as suggested to the updated FAQ document (Item 4): ‘EIRs seconded into an incubator must be
sourced from outside the incubator organisation. Current employees, contractors, and other individuals related to the organisation,
such as Board members and shareholders, that may or may not be paid employees are considered to be from within the
organisation.’
Last line could be extended to include for completeness and in kind contributions with a reference to Appendix D.
Agree, we have added in a reference to in-kind and Appendix D as suggested.

If my application is successful, what are my reporting obligations?
Reporting obligations are dependent on the grant you have been awarded. Al  incubator support grant agreements require
the submission of a final report within 60 days of project completion date.
Al  grants worth $50,000 or more, s22
, require the submission of a progress
report at the completion of each milestone. Milestones wil  be determined in your project timeline and outlined specifically in
your Grant Agreement.
Expert-in-Residence grants less than $50,000, s22
 do not require milestone reports.
We have also amended (now 12) to say:
What is the payment structure?
 For Expert in Residence projects that have been awarded a grant less than $50,000, and are s22
 six months in duration, the
entire grant is paid upon execution (when the Grant Agreement is signed by both parties).
 For al  other grants, an initial payment is made on execution of the grant agreement, and subsequent payments are made
thereafter. These payments can be made up to six months in advance of eligible project expenditure and subject to satisfactory
project progress.
 A minimum of 10 per cent of the total grant funding is retained and paid upon submission of a satisfactory final report that
demonstrates completion of al  project obligations.
 The maximum grant amount stated in your Grant Agreement cannot be increased under any circumstances.

Good point – we have added in a new Item Number 10:
Can I apply for multiple projects?
You can apply and be funded for up to two grants at the same time. You may apply for two grants under either the N&E or
the EIR funding component, or you may apply for one grant under both funding components.
If both projects are supported you must have successfully completed one of the projects, including submitting a satisfactory
final report, before you can apply for another grant.

Please find at ached the latest version of the revised ISI FAQ document.
We have updated a lot of it, but the aim was to clarify the eligible expenditure for the EIR component, as we have had several applications
coming through wanting to claim ineligible expenses (eg. marketing costs), which are listed in the eligible expenditure guidelines, but do not
apply to the EIR component. Also the issue of applicants seeking to ‘second’ an expert who is already employed by the incubator.
I know there was some discussion about leaving out the point that labour expenses was eligible for outgoing experts as we didn’t want to

We’re updating our FAQs to clarify Expert in Residence expenditure, as you’d mentioned there was some confusion.
I had in mind we could square away frequently misunderstood issues (fleshing out the highlighted sentence below). While it was one of the
prompts for this exercise, we felt we would not mention that outgoing expert salaries are eligible as we would not want that to become a focus
for projects. But happy to discuss!
1. What is eligible expenditure?
For New and Existing Incubator projects, eligible expenditure includes:
 salaries and on-costs for Australian personnel directly employed or contracted to deliver project activities
 costs of developing and delivering workshops, conferences, networking events and courses (including travel costs for key
participants)
 purchase of computing equipment and software directly related to the project.
For Expert-in-Residence projects, eligible expenditure includes:
 costs directly related to the secondment of national or international experts for a project (not including…..

process with a few steps over the life of the initiatigve, but as I’m sure you’l appreciate we need to start by asking the right questions of our grantees! That’s the scope of our request to you al –

We’re updating the initiative’s KPIs/Data matrix and customer reporting templates (we have to do this before the end of the month) for measuring the performance and outcomes of the initiative –
what we are seeking your advice on is:
What information should we be asking incubators to provide us that demonstrates how start-ups have benefited from Australian Government funding?
(ie. value of investment raised; new networks; new revenue; developed management capability; refined product; identified target market; accessed new markets; fast fail/new product
focus; what services have they received; what skils/knowledge they have developed etc.)
What questions should we be asking incubators in our interim and final reports (noting that we cannot ask start-ups directly)? See existing templates attached – in
particular the final report (the progress report wil  be similar and wil  get start-ups used to what is required in the final).
How do we track start-up founders? Is this important?
(Do incubators track their founders and how is this done?) We want to distinguish some questions from simply tracking the success of the start-up as it is expected that there wil be start-
up failure rates and this doesn’t reflect what the founder has taken away from the experience, built his own capabilities to go on to found another start-up.
You are all experts in the field; what are your standards for incubator success – in terms of how they are delivering to start-ups? How do we measure this?
Is there any other angle we need to cover?
[optional related question for you al] is there any merit, anything we can learn from and feed in to our evaluation processes from this type of industry assessment?

The questions need to be simple to go into reports. They need to be specific and preferably using global language. They cannot be too onerous for incubators. They need to give
the Government information that can be pointed to, in the future, to measure the success of the initiative in terms of how it has contributed to boosting the ecosystem—and more
importantly, how it contributed to developing Australian incubators and directly benefited start-ups. I’m sure you all appreciate the significance of that! We need them fairly
quickly! We need to be capturing this information now. Please talk to s47F

Thanks very much for your time today in at ending the EPC meeting and contributing to the Commit ee’s deliberations on the s22
 ISI applications. I know they realy appreciated
your input and I know you both found it a valuable experience too.
Just in terms of the process from here, the Commit ee’s recommendations now go to the Minister for consideration. The Minister, as decision maker for ISI, wil consider the EPCs
recommendations and make the final decision as to whether the applications are funded or not. Although it is not common, the Minister can approve an application that was not recommended by
the Commit ee, or not approve an application that was recommended by the Commit ee.
Given this process, I just wanted to remind you to please refrain from advising the applicant of any discussions or recommendations that were made by the Commit ee today.
Once we get the Minister’s decision back (which is likely to be at least three weeks from now at minimum), the department wil go back to the applicant and provide advice as to the outcome,
which you may be involved in.

We have received a draft application from s22
, which wil  require the preparation of draft feedback. As this one indicates project locations across Australia
but with 50% of activities in Melbourne, it is likely to be al ocated to 
 
s47F however, should there be a material conflict, we wil  al ocate it to another RIF.
The Declaration of Interest (DOI) form is attached – could you al  please review and sign at the end of the form. This wil  also cover the other RIFs where 
 
s47F may want to discuss
