Under section 19 of the FOIA act, it is not unreasonable to expect the department of health to
transfer this request to the most relevant department of which this request can be actioned.

I would argue it is unreasonable to expect the Department to transfer this request under
s 19 of the FOI Act, because s 19 is not a section in the Act.
You have chosen not to transfer this request.
The implication of this outcome as such has me wondering why the Department of Health has
not done ANY statistical analysis of COVID-19 deaths.

This is not a process of the Department of Health. Each State and Territory collate their
own data.
Which department is able to action my request? Please transfer this request to them.

We have already referred the applicant to States and Territories on two occasions.

I will ask this next question as clearly and articulated as I can, and I do requilest a formal
response:
Has the department of Health done ANY statistical analysis of COVID-19 deaths?
· No we have not, because this is the responsibility of each State and Territory.
· There is no request for documents here. He has asked a question, which if he was
looking to submit as a request, would be invalid.
Lastly, as a result of the outcome of this request:
I will now require ALL communications pertinent to this request. This includes, but is not limited
to: internal/external messages & emails, transcripts, phone conversations, etc.
· Curious to get your thoughts on this.
· Do we treat this as a new request, provide this data under his previous requests, or not
provide anything?
