Decision 
Under Regulation 51 of the Australian Radiation Protection and Nuclear Safety Regulations 1999 (the 
Regulations), I have decided to approve your request to conduct further pre-characterisation work and 
upgrades to the hangar access door at Woomera Test Range.  No amendment to the licence is necessary.   
Statement of reasons 
I have approved your request after considering the following matters and evidence: 
  My regulatory officers assessed your supplied risk assessments, treatment plans, radiation 
protection plan and effective control arrangements contained within the application and its 
attachments. 
  Additional consideration was taken with regard to the unique environmental hazards posed by 
Woomera at this time of year which have the potential to adversely impact human performance. 
ARPANSA’s handling of the matter 
My regulatory officers assessed the application and requested additional information to be supplied 
regarding risk assessments. On receipt of this additional information, my staff were able to determine that 
best practice was being applied for the proposed activity. My staff also acknowledged CSIRO’s 
demonstrated capacity to comply through previous iterations of this essential activity conducted in early 
2018.
