About the Team
The Parliamentary, Ministerial and FOI Branch manages the relationship between the Agency and the
Minister’s Office. It supports the Agency in meeting the Minister’s objectives and priorities by providing
timely, objective and strategic advice. The branch ensures the Agency are meeting their obligations under
the
Freedom of Information Act 1982 (FOI Act) and for the Participant Information Access (PIA) Scheme.
About the Role
The APS4 Freedom of Information Officer (Labour Hire) will, under direction, assist the team in the
coordination of Freedom of Information (FOI) requests made to the Agency and will ensure the Agency
meets its legal obligations in relation to the
Freedom of Information Act 1982 (Cth) [FOI Act].
The role will assist the team with Participant Information Access (PIA) requests made to the Agency and
contribute to the development of the Agency’s information handling requirements.
The APS4 Freedom of Information Officer (Labour Hire) will have a considerable level of contact with
internal and external stakeholders and will be required to communicate and provide advice on a range of
matters to resolve moderately complex enquiries.
The position will provide operational and administrative support that is informed and directed by sound
knowledge in areas and may undertake some research and analysis activities.
Responsibilities may include but are not limited to:
Preparing and collating documents required to make FOI decisions in accordance with the FOI Act.
Preparing and collating documents required to make PIA decisions in accordance with the PIA
scheme.
Preparing and drafting a range of other material including data reports, briefing material and
correspondence.
Providing administrative support to develop systems, processes and practical tools including
training to support FOI and PIA handling and awareness.

term plans and implement operational strategies aimed at achieving the NDIA’s mission to ‘build a world-
leading National Disability Insurance Scheme’.
The primary responsibilities of this position include:
Managing the NDIA’s relationship with the Minister’s Office and the Assistant Minister’s Office.
Building and developing a culture of early reporting to Ministerial Offices on the identification and
management of issues.
Coordinate NDIA regular reporting to Ministers, Parliament, and Services Australia including via
dashboards and issues briefs, ensuring reporting is accurate, up to date and consistent.
Coordinate effective and timely NDIA responses to ad-hoc ministerial and parliamentary queries
and Freedom of Information requests such as in response to Parliamentary questions or in relation
to specific, emerging issues.
Coordinate the NDIA's participation in Senate Estimates processes.

The Branch Manager Ministerial Parliamentary and FOI position provides an important leadership role
within the NDIA. It is responsible to provide the leadership, control, planning, resource management,
performance management and decisions for the Team Leadership, Team Membership and assigned
Contractors working within their Ministerial Parliamentary and FOI work area.
Relevant Duties
Leadership (Knowledge)
Apply a high level of expertise and knowledge of ministerial and parliamentary frameworks and
processes to guide the work of the Branch.
Develop and provide expert advice on ministerial and parliamentary processes and sensitivities to
senior leaders and business areas.
Be proficient in understanding the impact of parliamentary processes such as Caretaker Period on
the NDIA.
A sound understanding of and practice in stakeholder management principles in sensitive and
demanding environments.
A high understanding of the legal framework to provide advice in responding to Freedom of
Information requests.
Leadership (Accountability)
Accountability for building strong working relationships with ministerial and parliamentary offices so
they maintain confidence in the NDIA.
Ability to lead a multi-disciplinary team, including developing staff and managing performance, and
adapt quickly to a changing and fast paced environment.
Manage the strategic direction of the Branch to ensure it has the capacity and capability to respond
to future need including workload and diversity of responsibilities.

Manage corporate elements for the Branch including budget, planning and financial delegations.
Diversity and Span

Overseeing all aspects of the NDIA’s engagement with the Ministerial Offices through the three
coordination points within the Branch.
Working with the whole of Agency to ensure it is proficient in responding to Ministerial requests.
Coordinate Agency appearance and input into parliamentary committees and their reports.
Be a dedicated point of contact between the Minister’s and Assistant Minister’s Offices and the
NDIA.
Lead the development of briefing material for the Ministers and their Offices.
Stakeholder Management
Build and maintain regular proactive liaison and strategic engagement at the most senior levels of
the agency, and relevant government departments and ministerial offices. It requires a deep
understanding of the ministerial and political process concerning the NDIS and how to respond
effectively to the needs of the Ministerial Offices, as well as ministers and parliamentarians more
generally.
Communicate and engage with media and business areas to ensure consolidated responses are
provided.
Liaison with Services Australia to align processes in relation to submissions, parliamentary
processes and ministerial preferences.
Manage relationships with members of the public seeking a response to Freedom of Information
requests.
Job Context and Environment
Achieving success in this role will require exceptional strategic thinking, analytical, liaison,

Deliver a comprehensive support program for the Agency through the ministerial and parliamentary
functions, the management of all federal and state parliamentary queries on the NDIS and
participant/provider issues, and managing the ongoing relationship with ministerial offices to provide
timely and comprehensive responses.

Sound judgement on maintaining participant privacy is required on a daily basis.
Understanding of the strategic reason behind ministerial requests and to be able to identify the core
issue at the centre of the request.
Being able to differentiate between political and ministerial reasons for requesting information and
pushing back where required.
