Attached is an FOI consult pack from the AAT re QoNs. On its face, it doesn’t raise any FOI
concerns fo me but I’m obviously not across the subject matter. I’ve sent it on to s 22(1)
and spoken him through the process and we’ll touch base again on it tomorrow
morning.
It appears from the schedule that the AAT intends to redact direct telephone numbers but not
the names or email addresses of staff. I’ve put a call into s 22(1) at the AAT to discuss their
approach to this and am waiting for a call back. This will be relevant to a number of non-SES staff
in the department (including you, but particularly s
). If it’s not the AAT’s practice to redact
22(1)
this information then we’ll have a tough ask convincing them to do it in the context of these
documents. Could you please have a skim through the documents (it’s a big pack, but there are a
lot of templates in there!) and let me know your thoughts? Please let me know if there are any

not a current staff member of the AGO.
We understand that common practice is to exclude the names and contact details of junior staff
(i.e. those not at the equivalent of Senior Executive Service staff of an agency) under either

Could you please assign this consultation to a case officer to manage? There are a lot of

From a cursory glance, I can see that the AAT team and CLES (I guess you can start with me on

communication through which members of the community and the media may submit enquiries
and feedback.

The department’s internal process is to redact non-SES staff names and contact details, and our
preference is for both first name, surname and contact details to be redacted in full on the basis
that the staff members are non-SES or no longer work in the portfolio.
In addition, the department seeks to redact Helen Daniels (SES) signature under section 47F and
contact details under section 47E(d). I note that the department has established channels of
communication through which members of the community and the media may submit enquiries
and feedback.
The department’s suggested redactions have been marked up within the attached document.
We would be grateful if you could please notify the department of the decision maker’s views in
relation to these submissions.

For your awareness, the AGO is being consulted on the FOI request which relates to ‘comments
and suggestions’ made by the AGO on AAT QoNs.
A response to the FOI request is due today, and we are waiting for the AGO to get back to us or
the AAT directly with their views. As noted in Ant Catt’s email below, the AAT advised that it is
considering the application of the deliberative processes exemption to the document package,
particularly for material in tracked changes.
There is a not small risk that the AGO will not respond in time, although s 22(1)
is aware
that the request must be responded to today in accordance with statutory timeframes. Ant Catt
and myself have being chasing the AGO up over the past week trying to gauge their views.

The department’s internal process is to redact non-SES staff names and contact details, and our
preference is for both first name, surname and contact details to be redacted in full on the basis
that the staff members are non-SES or no longer work in the portfolio.
In addition, the department seeks to redact Helen Daniels (SES) signature under section 47F and
contact details under section 47E(d). I note that the department has established channels of
communication through which members of the community and the media may submit enquiries
and feedback.
The department’s suggested redactions have been marked up within the attached document.
We would be grateful if you could please notify the department of the decision maker’s views in
relation to these submissions.
