Conflict of Interest 
 
1 
Purpose 
The purpose of this Work Instruction (WI) is to assist an Environmental and Sustainable 
Development Directorate (ESDD) Case Officer to undertake the correct process for 
managing an application with a potential conflict of interest.  This includes when the 
development application contains a ‘Conflict of Interest Declaration’ and when the 
Case Officer may have an association with the applicant or the lessee that may be a 
potential conflict of interest. 
2 Conflict 
of 
Interest 
If the development application contains a ‘Conflict of Interest Declaration’ or the 
Case Officer has an association with the applicant or the lessee that may be a potential 
conflict of interest, the following procedure shall be followed. 
Procedure for managing application 
 
Case Officer shall alert the Senior Manager, Technical Coordinator, and the ESDD 
officer with the potential conflict of interest, via email of the Conflict of Interest.  
The email shall contain: 
o  The Development Application No. 
o  Short description of the proposal 
o Site 
location 
o  Identify the ESDD officer with the potential conflict of interest and the reason 
for this conflict 
o  Request the ESDD officer with the potential conflict of interest to confirm via 
return email that they will have no involvement in the assessment or 
determination of the Development Application 
 
The Case Officer shall save the email and acknowledgment email, from the ESDD 
Officer, in the Objective decision folder for the Development Application. 
 
The Case Officer shall ensure the ESDD officer with the potential conflict of interest, 
has no involvement in the assessment or determination of the Development 
Application. 
 
In the event it is the Case Officer who has the potential conflict of interest, they shall ask 
the Technical Coordinator to reallocate the Development Application to another officer and 
take no further involvement in the assessment or determination of the Development 
Application.

Determination of Development Application 
The Case Officer is to note the Work Instruction – Classification to make a Decision 
identifies who may determine an application if the Development Application form includes 
a declaration of conflict of interest.
