Caveats
Note 1: In 2021, DVA adopted a new model for estimating average treatment card cost. Rather than considering al cards issued, this model uses Active Users, a measure of the quarterly exposure of card holders that have ever had health expenditure covered to date.
Note 2: The number of active Gold Card users in FY2020-21 may be slightly higher than total Gold Card holders as at June 2021 due to a shrinking population. Care should be taken when comparing these figures with previous years.
Note 3: War Widow(er)s include VEA War Widow(er) Pension recipients and MRCA Whol y Dependant Partners (WDP).
Note 4: Please note that some veteran Gold Card holders are also War Widow(er)s.

Caveats
Note 1: The percentage breakdown of average Gold Card cost was estimated in Table 2 for each cohort using the ATCM, with total health expenditure al ocated using administrative data.
Note 2: The ATCM does not include any administrative Open Arms data, and so total Open Arms expenditure was al ocated in proportion to total health expenditure from al other items for each cohort.
Note 3: War Widow(er)s include VEA War Widow(er) Pension recipients and MRCA Whol y Dependant Partners (WDP).
Note 4: Please note that some veteran Gold Card holders are also War Widow(er)s.
Note 5: The percentages in Table 2 have been rounded to one decimal place, and so the totals might not sum to exactly 100%.
