Subject: media query -- Milo Consulting contracts
To: <xxxxx@xxxxxxxxxxxxxxxxx.xxx.xx>
Dear media team,
We have been uncovering serious issues with work
done for government agencies by David Milo and his
firm Milo Consulting and related firm Synergy 360 of
Canberra. We have noted two contracts with Services
Australia that raise further questions. We have some
questions below about these two contracts.
As mentioned in my phone call to Sarah in your team a
moment ago, we are working on a news story about
these two contracts and we seek a response from
Services Australia to the questions by noon tomorrow,
Friday 24 March.
Here are the two contracts:
A. 23 May 2019 contract CN3614894, contract value
$28,875, for an Identity Program Project

B. 30 September 2019 contract CN3635727, contract
value $79,585, for management advisory services /
labour hire

Both were arranged under Standing Offer Notice
SON3538332, an Australian Federal Police standing
offer with 286 suppliers that Services Australia could
choose from.

Our questions are:

1. What were these contracts for?

2. Did they involve work related to the Welfare
Payment Infrastructure Transformation (WPIT)
project?

3. Who approved the contracts?  Did any of the
individuals involved in deciding the contracts disclose
any conflicts of interest?

4. Was Rob McKellar, a former chief of staff to minister
Stuart Robert, one of the individuals involved in
awarding contracts or involved in the work done under
the contracts?

5. What was delivered at the end of the second contract
when it concluded in November 2019? Was there a

product, a report, an outcome?

6. Was Services Australia aware that David Milo was
working with Infosys, and receiving payment from it,
when it arranged these two contracts?

7. Was Services Australia aware that David Milo was
working with Unisys, and receiving payment from it,
when it arranged these two contracts?

8. Did Services Australia consider any conflicts of
interest when David Milo was being paid by Services
Australia for work done at the same time he was
helping Infosys and/or Unisys win business with
Services Australia on related projects?

9. Has Services Australia done anything to assure itself
that David Milo kept any information he learned
during this work confidential?

regards
David
