I refer to your application received by the University (“UQ”, “we”, “us”) on 11 April 2025, and made
compliant on 3 June 2025, in which you sought access to the fol owing information under the Right to
Information Act 2009 (Qld) (RTI Act):
Average grades and standard deviations for al undergraduate courses offered by UQ during the
2024 academic year
SEARCHES
Searches were conducted within the Planning & Business Intel igence area of UQ. No documents
relevant to your request were located.
FEES AND CHARGES
No processing charges are applicable to your application, as UQ has spent no more than 5 hours
processing it.1
DECISION
I have decided on this date to refuse access to the requested information on the grounds that the
information does not exist.2
UQ does not have a pre-prepared report of the average grades and standard deviations for all
undergraduate courses for a particular year. To obtain this information, UQ would need to extract the
raw data and perform the relevant calculations and analysis. This would be a significant undertaking.
As this information does not exist, UQ would have to create a document in response to your request.
The RTI Act only applies to documents that are in existence on the day the application is received. 3
For these reasons, I have decided to refuse access to the requested information under section 47(3)(e)
of the RTI Act as the information does not exist.
DISCLOSURE LOG
Sections 78A and 78B of the RTI Act prohibit the University from including the applicant’s name and
any documents containing the applicant’s personal information in the University’s disclosure log.
Where documents released to an applicant under the RTI Act do not contain the applicant’s personal
information, those documents may be made available to the public no sooner than 24 hours after the
applicant has accessed the documents, or upon the expiration of the access period prescribed in section
54(2)(i i) and (iv) of the RTI Act.

REVIEW RIGHTS
You may apply for a review of this decision if you do not agree with it. There are two review options
available:
1. Internal review
This is conducted internal y by UQ. The review will be allocated to a different decision maker who is not
less senior than the original decision maker.4 We have 20 business days to make a decision on your
internal review.5 You can lodge an application for internal review by sending an email to xxxx@xx.xxx.xx,
and any such application must be lodged within 20 business days of the date of this decision.
2. External review
If you are not satisfied with the outcome of the internal review, or if you wish to proceed directly to an
external review, you can lodge an application for external review with the Office of the Information
Commissioner (OIC) in the fol owing ways:

This is conducted by the OIC, an independent statutory body that investigates and reviews decisions
of government agencies under the RTI Act.6 It is not necessary to have an internal review before
applying for an external review.

or the date of the internal review decision (if applicable), whichever is later.
