Dear Indian Clibborn,
On 1 October 2025, the Australian National University received your request seeking access to
documents under the
Freedom of Information Act 1982 (the Act)

1. Scope of Request
I have taken your request to be as follows:

Under the Freedom of Information Act 1982, I request access to the following documents:
- University Council agenda and briefing papers for University Council meeting to be held on or
around 3rd October, 2025’
The purpose of this letter is to provide you with a decision on your request for access under the
Act.

I am an officer authorised under section 23 of the Act to make decisions in respect of requests to
access documents or to amend or annotate records.

In reaching my decision I referred to the following:
• The terms of your request
• Documents relevant to the request
• Advice from University staff with responsibility for matters relating to the documents
to which you sought access
• The Act
• Guidelines published by the Office of the Australian Information Commissioner (OAIC)
under section 93A of the Act (the FOI Guidelines)
4. Decision
ANU has located one (1) relevant to your request.
I have decided the document is fully released and will be provided to you in its entirety.
A copy of the document schedule is enclosed with this letter.
Further Information
Although you have stated that “To assist in the processing of this request, I agree to the redaction
where necessary of any person's contact details, as well as redaction of names of any person other
than those people considered part of the University Executive as defined by the University website
at
https://www.anu.edu.au/about/university-executive. If you can provide the table of contents of
the agenda, I am happy to assist in narrowing down the scope of the request to assist in your
processing”
While it is appreciated that you are trying to be helpful, the request phrased in this way does not
enable us to determine which documents you ultimately seek, and to treat the request as an
immediate request for all the Council papers us likely to lead to unnecessary work as we process
documents you may not ultimately be interested in.
In addition, the “two stage” approach may cause difficulties in complying with the time
frames under the FOI Act. Accordingly, we propose to treat your request as a request for the
relevant Council Agenda and process the request on that basis.
As you have now been provided with the agenda, you are of course free to make a further FOI
request for the documents you are interested in, which we would process in the normal way.

Commissioner review of the decision. We encourage you to seek internal review as a first step as it
may provide a more rapid resolution of your concerns
Application for Internal Review of Decision
Section 54A of the Act, gives you the right to apply for an internal review of my decision.
It must be made in writing within 30 days of receipt of this letter, no particular form is required but
it is desirable to set out in the application the grounds on which you consider the decision should
be reviewed.

Under section 54L of the FOI Act, you may apply to the Australian Information Commissioner to
