I refer to your letter dated 28th November, 2025 in which you claim that a practical refusal request exists in relation to my FOI request 202500240.

As I am sure you're aware, under s24AB(3) of the Act you must take reasonable steps to assist in the revision of the request to remove the practical refusal reason. I have already offered in the original request to assist in narrowing the request, however the information requested has not been supplied

I quote my original request: "If you can provide the table of contents of the agenda I am happy to assist in narrowing down the scope of the request to assist in your processing."

The offer to assist in this way still stands, but I must express my disappointment that the University has not taken this up initially and instead given a significantly delayed practical refusal notice, after a deemed refusal has taken place.

Additionally, your time calculation does not appear accurate. You indicate that approximately 360 pages of information has been found, and with an estimate of 5 minutes per page that it would take 89 hours to assess the documents. The given length of 360 pages multiplied by 5 minutes is 1,800 minutes, or 30 hours. This is a significant discrepancy given the reliance on the processing time in your practical refusal reasoning.

I also note that your practical refusal notice does not appear to be valid under s24AB of the Freedom of Information Act 1982 (the Act). The notice does not set out a contact person as required under s24AB(2)(c) of the Act and instead suggests that I contact "[the FOI] office" using a generic email address. This has previously been found by the Australian Information Commissioner to be insufficient for the purposes of the Act.

As noted above, I am still happy to assist in revising the request if the information requested can be provided to allow that revision.
