Freedom of Information Request FOI25/493 – Decision letter
The purpose of this letter is to give you a decision about your request for access to documents under the
Freedom of Information Act 1982 (the FOI Act) which you submitted to the Attorney-General's Department
(the department).
Your request
On 13 October, you requested access to:
I note in your publication 'Marriage Celebrant Matters' (Autumn 2025 Edition) published in March
2025 on page 7 the words "Additional guidance material was provided to all Commonwealth-
registered celebrants and other stakeholders in June 2024".
This 'additional guidance material' was in relation to Amendments to the Marriage Act 1961 by way
of the Attorney-General's Portfolio Miscellaneous Measures Act 2024.
Please take this email as a formal request and application for the purposes of the Freedom of
Information Act for a copy of all material provided as 'additional guidance material' to stakeholders
in or around June 2024 in relation to the above Act.
On 22 October 2025, the department acknowledged your request and asked you to confirm that you
agreed to exclude the following information from your request:

duplicates of documents that are in scope;
-
personal information of members of the public;
-
contact details for teams, internal to the department and other agencies
-
personal information belonging to officers of the department and other government agencies.
On 22 October 2025, you confirmed your agreement to exclude the above information from your request.
A decision in relation to your request is due on 12 November 2025.
My decision
I am an officer authorised under s 23(1) of the FOI Act to make decisions in relation to freedom of
information requests made to the department.

I have identified 1 document that falls within the scope of your request. I did this by making inquiries of
staff likely to be able to identify the relevant document.
In making my decision regarding access to the relevant document, I have taken the following material into
account:
• the terms of your request
• the content of the document identified as within scope of your request
• the provisions of the FOI Act, and
• the Guidelines issued by the Australian Information Commissioner under s 93A of the FOI Act (the
Guidelines).
I have decided to grant access to the document you have requested in full.
