We refer to your request received by the University of Melbourne (
the University) on 5 January 2026 and to your
email of 15 January 2026 in which you amended the terms of your request.
The amended terms of your request have been interpreted as seeking access to:
Please provide any papers or documents on I-CAN 6.
Please provide any documents on the proposal for the National Disability Insurance Agency (NDIA) for the
Supports Needs Assessments, including correspondence between NDIA and the University of Melbourne
Please also include correspondence between the Department of Health Disability and Aging (DHDA) and
Melbourne University with the I-CAN or Support Needs Assessments (SNA) reference.

You are making a request under the
Freedom of Information Act 1982 (Vic) (
FOI Act), however at this time your
request is not valid under section 17 of the FOI Act because it is not clear and specific enough for us to identify
the documents you have requested.
This means we cannot start processing your request until you give us more information about your request.
Your request requires clarification
For your request to be valid, you must provide enough information about the documents you seek so the
University can identify them.
At this time, the University needs further information to identify the documents you are requesting access to. We
invite you to consult with the University to amend or clarify your request so that we are able to process it. To
assist you, please consider the following:
• In relation to Point 1 of your request – in this instance, the phrase
any papers or documents, is too broad
to enable a proper search to be conducted. Please consider removing these terms and providing more
information regarding the documents/type of documents you are seeking.
• In relation to Point 2 of your request - we have interpreted your reference to “
the proposal” to be the
tender and we assume that you are seeking access to documents relating to the tender including
correspondence between the NDIA and the University. Please advise if our interpretation is incorrect.
• Preliminary enquiries have identified that documents relevant to the terms of your request, especially
correspondence, are most likely to be held by the NDIS Support Needs Assessment Project Lead and
Project Director. Please consider limiting the scope of your request to be for documents held by these key
project members.
When clarifying the terms of your request, please note that access to documents can be refused under section
25A(1) of the FOI Act on the grounds that the work involved in processing the request would divert the resources
of the agency substantially and unreasonably from its other operations. I am drawing your attention to this
section of the FOI Act so that when you clarify your request it is done in such a way so as not to invoke this
provision.
What you need to do
Please amend or clarify your request so that the University is able to process it. If we do not hear from you by

February 2026 we will take no further action on your request. If we close your request without processing it, you
will need to make a new request if you wish to access the documents.
