I refer to your email dated 24 May 2019 (24 May email) in relation to your request under the Freedom of 
Information Act 1982 (FOI Act) for ‘an electronic copy of the meeting minutes for any meetings conducted 
which discussed "5G" or "5th Generation" or similar wording if identified.  I request that the entire meeting 
minutes are published including the names of those in attendance.’(FOI Request) 
 
You have requested that the charges set out in my decision dated 22 May 2019 be waived on the basis of 
financial hardship. 
I, Gemma Larkins, legal officer in the Office of the General Counsel, am an officer authorised under section 
23(1) of the FOI Act to make decisions in relation to FOI requests. 
 
The purpose of this letter is address your request to have the charges waived on the basis of financial 
hardship. I note you have not provided any evidence in support of your claim for financial hardship. 
 
In the absence of any evidence of financial hardship, I have made a decision not to waive the charges on 
the basis of financial hardship. 
 
I do not consider that the sum of $215 is excessive nor do I consider that the provision of drafts would 
advance the public interest. 
 
Your 24 May email stated that if charges were not waived that you agreed to limit the scope to exclude 
drafts. 
 
Since I have made a decision to not waive the charges on the basis of financial hardship, I will proceed on 
the basis of the reduced scope and will only provide final minutes. This approach will not attract any 
charges.
