Description: At approximately 2345 detainee s. 47F(1)  was found by CSO Ken Fruean laying under a tree in the 
Green heart grass area between Blue 2 and Green 1.
Detainee s. 47F(1)  was asked by CSO Ken Fruean what his problems was, detainee s. 47F(1)  
refused to speak to the CSO and handed him a piece of paper.
CSM Abdur Ali attended and tried to speak to detainee s. 47F(1)  but detainee s. 47F(1)  refused to 
talk. Detainee s. 47F(1)  was told about this matter will be classified as a protest and also it might 
affect his character review, but detainee s. 47F(1)  still remained silent and showed no interest.
Detainee remained in the green heart area and refused to go to his compound.

Background: 
 
At approximately 2345 on Tuesday 24 May 2011, CSO FRUEAN saw  s. 47F(1)  
s. 47F(1)laying under a tree in the Green Heart. CSO FRUEAN asked what was wrong. 
s. 47F(1)
 did not respond. Instead 
s. 47F(1)
 handed CSO 
FRUEAN a piece of paper with a hand written message

CSM ALI attended and tried to speak with 
s. 47F(1)
 but still refused to talk. 
CSM ALI advised 
s. 47F(1)
 that this incident would also be classified as a 
protest and would reflect on his character report and yet, still no response. 
 
 
Causes and Contributing Factors:

 has been in detention for approximately s. 47F(1). He has also

When advised of the self harm threat, Serco officers responded quickly and professionally. 
The length of time in detention could have also contributed towards his actions. 
 
 
Actions: 
 
The Operations Manager is satisfied that the incident was appropriately handled by staff 
and the welfare and duty of care was maintained. 
 
Serco continued to monitor the behaviour of the detainee. 
 
 
Reporting 
 
DIAC was notified by Client Services Manager ALI inside the Major incident category for 
incident notification.  
 
 
Recording 
 
The Incident Report was created by Client Services Manager ALI inside the Major incident 
category for incident notification. 
 
 
Identified Gaps: 
 
There are no obvious shortfalls in the manner in which this incident was managed. 
 
All officers involved with the management of this incident acted professionally with dignity 
and respect in accordance with the immigration detention values.
