I am writing to request access to all correspondence and documentation in AMSA's possession related to the Port Bonython oil spill and response, which occurred in South Australia in August/September of 1992. I am seeking to obtain access to all records of this event, including (but not limited to) inbound and outbound correspondence, response planning documentation, photographs, video recordings and reports.

Dear Freedom Of Information Officer,

Thanks for providing me with a quotation for my original request. After considering your suggestion of rescoping to reduce costs, I would like to make the following amended request for:

"All photographs, video/film recordings and reports in AMSA's possession related to the Port Bonython oil spill and response, which occurred in South Australia in August/September of 1992."

I would also like to claim a case for the public interest value of this request, given that two corporate entities involved in this 1992 incident are currently seeking to explore for oil and gas in the Great Australian Bight. I am a public interest researcher of very modest means.

AMSA is also able to process personal cheques, or an invoice could be generated and emailed to you, but both these options are slower, requiring a couple of days processing time.

NOTIFICATION OF CONSULTATION DUE TO COMMONWEALTH-STATE RELATIONS

 

I refer to your request for access to documents relating to the Port
Bonython oil spill under the Freedom of Information Act 1982 (FOI Act).

As your request covers documents which concern relations between the
Commonwealth and the South Australian State Government, AMSA is required
to consult with that Government (under section 26A of the FOI Act) before
making a decision on the release of those documents.

 

For this reason the period for processing your request has been extended
by 30 days in order to allow our agency time to consult with the South
Australian State Government (section 15(6) of the FOI Act).  The timeframe
for processing your request will therefore expire on 22 October 2016,
although AMSA will process the request sooner than that date if possible.

 

The consultation mechanism under section 26A applies when we believe the
State or Territory may wish to contend that the requested documents are
exempt because their release may cause damage to relations between the
Commonwealth and the South Australian State Government or may divulge
information communicated by that Government in confidence.

 

We will take into account any comments we receive from the South
Australian State Government but the final decision about whether to grant
you access to the documents you requested rests with AMSA.

I received released documentation by post on Friday 14 October 2016. I plan to make a request for the documentation to be re-supplied via email for publication on the RightToKnow.org.au website.

Dear Freedom Of Information Officers (Paul and Matt),

Thank you for the documentation and images I received via express post last week. I would now like to request the information be resupplied in two parts via email, if possible.

Firstly, could you please email the photographic images as .JPG files, with descriptive captions provided in the filenames (if possible) or alternatively, with an index text file listing the captions with reference to the file names.

Secondly, could you please resupply the documentation released via email as a single .PDF file? From my past experience with black and white .PDF files of similar or greater page length, I would be very surprised if this file were to exceed 10 MB.

I would like to receive both items to this email address please.
