Good afternoon,

I refer to your request for access to documents under the Freedom of
Information Act 1982 (the Act) received by the University on 29 March
2024.

Your request is receiving attention and a decision will be provided to you
as soon as possible..

Unfortunately, we are currently experiencing delays regarding your request
and we will be unable to provide you with a response by the current
decision date of 27 April 2024.

Delays are being experienced due to the absences of key FOI staff causing
delays in the processing of your FOI request. 

There also likely to be further delays due to the FOI team dealing with a
number of complex FOI requests with minimal staff.

Accordingly, the University is seeking an extension of time of 30 days in
accordance with section 15AA of the FOI Act.   

If you agree to the extension, the University would be required to provide
you with a decision notice by no later than COB 27 May 2024.

Your earliest response would be appreciated as we are required to notify
the Office of the Australian Information Commissioner (OAIC) of any
extension agreed.

Good afternoon,

I refer to your request for access to documents under the Freedom of
Information Act where you have requested documents in the following terms:

‘I am writing to kindly request a detailed breakdown of enrollment
statistics, with a particular focus on the annual enrollment of Chinese
students:

1.Enrollment data for Chinese students from the academic years 2015/2016
to 2023/2024, broken down by level of study and gender, for each academic
year individually;

2.Enrollment data for Chinese students enrolled in Master’s degree
programs for the academic year 2023/24, categorized by the universities
where they obtained their previous degrees; and

3.Enrollment data for Chinese students enrolled in Master’s degree
programs for the academic year 2023/24, categorized by their hometowns,
referring to the cities where they are originally from or where they
previously resided.

Additionally, it is important to clarify that by "Chinese," we are
referring to individuals holding Chinese nationality, excluding those from
Hong Kong, Macau, and Taiwan. Furthermore, for request 1, could you kindly
provide a breakdown of Chinese student enrollments for each academic year,
delineated by gender and specific levels of study (e.g., undergraduate,
Master’s by Coursework, Doctorate by Research), or any other
classification that best suits your data structure? Regarding requests 2
and 3, in the event that the resulting tables are extensive, it is
acceptable to organize the data in descending order based on enrollment
numbers and present only the top 100 universities or hometowns’

As a result of searches conducted regarding your request, it has been
determined that no actual documents exist which contain the data you have
requested. Although, no documents exist, we are able to extract some data
from existing University systems.

Although, we are able to extract some data, we are unable to provide you
with specific personal information such as:

•              Gender of individuals;

•              Universities where degrees were obtained; and

•              Hometowns, cities of where they were originally from or
previously resided.

The disclosure of the above information is considered as the personal
information of the individuals concerned and could potentially serve to
identify those individuals. It is considered that the disclosure of the
personal information of individuals without their consent is a breach of
privacy and therefore such information would not be provided or redacted
in accordance with section 47F of the FOI Act.

As it is not practical to obtain consent in this instance, the University
proposes to provide you with a de-identified document outlining numbers in
the requested categories and we seek your agreement to this proposal.

Please note some redaction may still need to be applied where the number
are very low.

Your earliest advice would be appreciated.
