Are the notes such as 6-9 of also available for free?

I contacted them more than a year ago via and part of their reply on September 25, 2017 was "the Director of the Classification Board can approve the provision of these reports. Please provide a reason and justification for the Director to consider."

I gave them reasons to consider but didn't get the requested documents.
