Under Freedom of Information laws I request the following documents:

Please provide the all documents with the title of "FLEA DISRUPTIONS".

An example of this document can be seen in FOI request CRM2018/606. These documents appear to provide an update of the number of irregular migrants intercepted in foreign jurisdictions.

I am not requesting correspondence or emails regarding these documents, only the documents themselves.

I assume these documents are produced periodically. Please provide all documents from 18 September 2018 until the most recent update.

I refer to your application dated 9 August 2018 in which you seek access to documents under the Freedom of Information Act 1982 (the Act) as follows:

Under Freedom of Information laws I request the following documents:

Please provide the all documents with the title of "FLEA DISRUPTIONS".

An example of this document can be seen in FOI request CRM2018/606. These documents appear to provide an update of the number of irregular migrants intercepted in foreign jurisdictions.

Information considered irrelevant to the scope of your request

The AFP, in its management of FOI requests, excludes the following information on the basis that is irrelevant to the scope of a request:

- Names of AFP members, other than the Senior Executive.
- Direct telephone numbers, signatures and mobile telephone numbers of AFP members.
- Duplicate documents, including duplicate emails. The AFP will only provide emails where they form a final email chain and the authors/recipients are contained within the final email.
- Information that is publicly available, for example, newspaper articles, online publications including information available on the AFP Information Publication Scheme and the AFP disclosure log.

If you object to the AFP excluding any of the above information, please advise this office within seven days of receipt of this letter.

Disclosure of your Identity

In addition, should the AFP be required to consult with third parties in accordance with the sections 26A (Commonwealth/State information), 27 (business affairs) and 27A (personal information) of the Act, do you have any objections to those parties/organisations knowing your identity for the purposes of the consultation? If we do not receive your consent or do not receive a response, we will not disclose your identity to third parties. Timeframe

Dear Asher,

 

I refer to your FOI request with reference CRM2019/86 for documents with
the title “FLEA DISRUPTIONS”.

 

We have made preliminary enquiries with the line area who have indicated
that without some clarifying information your request is likely to be too
voluminous to process.

 

Accordingly, can you please confirm what aspect of FLEA (Foreign Law
Enforcement Agency) Disruption you are seeking access to? I assume you are
referring to FLEA Disruptions in the people smuggling space, however,
grateful if you could confirm. The people smuggling parameter may still be
voluminous, therefore, if you can provide any more descriptive/clarifying
information to narrow the scope, I would be grateful.

 

Also, I note in your request you have asked for all documents from 18
September 2018 until the most recent update, noting it is still August,
appreciate if you could confirm the timeframe you are after.

Dear FOI,

Thank you for your email and request for clarification.

All I am seeking is access to the documents titled FLEA Disruptions (and all available dated versions of this document), as provided via FOI request CRM2018/606. This released document is also available online here on page 16:

These documents appear to be updated on a periodic basis. As such I am requesting all documents from 18 September 2013 until 3 September 2018, or as recent as possible.

These documents appear to provide an update on the number of people smuggling activities intercepted. As such, I agree to limit the request to people smuggling disruptions.

You can further limited the request to only the various dated versions of this document. I am not requesting any other documents other than these reports.

Dear Asher,

 

Thanks for your email and apologies for the delay in getting back to you.
I understand you have also tried to call me, unfortunately I have been out
of the office, so my apologies again.

 

Thanks for clarifying and we will proceed on the basis that you are
seeking access to the same type of reports as released to you in your
previous FOI request CRM2018/606 for the period 19/9/2013 to 3/9/2018 that
relate to people smuggling.

 

Noting your request is due in two days and that we will be required to
undertake an external consultation with the Department of Home Affairs,
would you be agreeable to extending the time to notify you of a decision
to 8 October 2018? This time will allow for the consultation, assessment
of documents and drafting of the decision.

 

I would be grateful if you could advise whether you agree to the extension
of time, pursuant to s15AA of the Act, as soon as possible.
