Selective entry application fee revenue

Response to this request is long overdue. By law, under all circumstances, Queensland Department of Education should have responded by now (details). You can complain by requesting an internal review.

Dear Queensland Department of Education and Training,

Could you please share the total revenue collected each year (2017-2022) by the DoE for selective entry application for enrolment fees? Could you please also share for each of these years, the total number of students enrolled in selective, fee-attracting educational programs and the total number of fee-attracting applications received in each year.

Good morning,

 

Thank you for your email requesting the following:

•             the total revenue collected each year (2017-2022) by the DoE
for selective entry application for enrolment fees; and

•             the total number of students enrolled in selective,
fee-attracting educational programs and the total number of fee-attracting
applications received in each of these years.

 

This request has been considered under the Department’s ‘Administrative
Access Scheme for Central Office and Regional Offices.’

 

I am advised the Department is unable to provide the requested information
as it is not currently segregated down to the level requested, and is
therefore not available centrally. I am advised information may be held at
a school level and you may contact individual schools to request this
information.

 

Alternatively, you can lodge a formal application under the Right to
Information Act 2009 (Qld). However given the number of Queensland
schools, the Department will consider whether the processing of a formal
application would require significant resources and considerable time to
complete, and therefore may refuse to deal with the application as to
process it would be a significant and unreasonable diversion of the
Department’s resources.

As previously advised, the information is not held centrally therefore I am unable to provide this to you. The information may be held at a school level, therefore you may contact individual schools to request the information.

Alternatively, you can lodge a formal application under the Right to Information Act 2009 (Qld), however as I advised, the Department will likely not be able to process such a voluminous application.

Can you please confirm whether or not individual schools report revenue from selective program application fees to the central office in their financial reports?

If the barrier is that I have requested a total then I welcome the DoE to provide financial reports which have been submitted to central office rather than to provide totals. You can narrow the search to the Qld Academy Schools, Brisbane State High, Brisbane South State Secondary College, Corinda State High and Indooroopilly State High.

Good afternoon,

I have spoken further with the Department's Finance Division regarding your below email. I am advised that the Department holds 'Budget Overview Reports' centrally, however these only provide total revenue in summary only. They do not list revenue by individual school. To determine individual school's revenue, you would need to either seek this information directly from the schools in question, or submit a Right to Information application.

Dear DoE,

Given this information is not held by regional offices, this means that schools don’t report this specific data point and the Department has no oversight of the fees and revenue individual schools are collecting through selective entry applications. I believe the amount is well into the millions each year. Excess parent funds are being expended without any transparency. Parents are paying fees $80-500) to gain enrolment into state schools with no accountability or transparency.

I take it that the DoE is withholding this information and has denied this request.
