Thank you for your email.

As you have not included the application fee required under s 17 of the
Freedom of Information Act 1982, your request cannot be deemed valid.

Nonetheless, I have preliminarily discussed the enquiry with the relevant
group at DTF. We do not possess all the information you are seeking.

I am happy to assist your enquiry by providing you with the below
information:

Transurban (CityLink) is a publicly listed entity. Accordingly, the
CityLink toll revenues are published by Transurban and are available
online. ConnectEast (EastLink) on the other hand is not a publicly listed
company therefore, it is not obliged to make its financial statements
public. You would need to request information relating to its annual
income, directly from ConnectEast.
Some of the revenues collected by Transurban and ConnectEast may be used to
repay costs associated with design, construction, commissioning, operations
and maintenance of the respective toll road projects. VicRoads may be able
to assist you with this request.

Section 17(2A) of the Freedom of Information Act 1982 (Vic) says that a request under the Act must be accompanied by a payment of "2 fee units". Today, a fee unit is $14.22, so a person who wants to use the FOI Act must pay a fee of $28.44. Most of the states and territories of Australia charge a request fee. The Commonwealth FOI Act does not impose an access fee.
